Subject: comments for the A.B. 32 Scoping Plan
Comment:
Chairperson Nichols and members of the California Air Resources Board, I strongly encourage the members of the California Air Resources Board (CARB) make sure California continues to lead the country by taking strong action to cut our state's global warming pollution. Two years ago, Governor Schwarzenegger signed the boldest global warming law in U.S. history, A.B. 32. Since then, CARB has been at work on a blueprint of policies and measures needed to cut global warming pollution by 30% by 2020, as required by the law. This blueprint, called the "A.B. 32 Scoping Plan," will be soon publicly be released publicly. I strongly encourage the CARB to included the following three issues which are extremely important for California's future and to our groundbreaking efforts to fight global warming: 1) We need a well-designed cap-and-trade program. I am concerned that a cap-and-trade program for greenhouse gas emissions will largely result in electric utilities and other polluters to increase their revenues, but not significantly reduces their emissions. CARB should include as many sources as possible in a cap-and-trade system. I encourage the CARB to attempt to put 100% of California's global warming pollution under a cap-and-trade system by 2020. 2) We need an "Indirect Source Rule" (ISR) to control emissions from development projects. CARB should require California's local air districts to develop ISRs to control emissions from new developments. 3) We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state. I encourage CARB to recommend that the state immediately adopt a 75% RPS by 2020. Thank you for your consideration of my comments. Please do NOT add my name to your mailing list. I will learn about future developments on this issue from other sources. Sincerely, Christopher Lish
