Greetings Chair Nichols, I am writing as a father of a 13-yr old, husband and community volunteer in Ben Lomond, CA to support the following positions held by the EDF regarding the blueprint of policies and measures being developed to adhere to A.B. 32. Here are three important issues I hope the board will consider: 1) We need a well-designed cap-and-trade program. CARB should include as many sources as possible in a cap-and-trade system. I support CARB's preliminary thinking that 80% of California's global warming pollution would be under a cap-and-trade system by 2020. 2) We need an "Indirect Source Rule" (ISR) to control emissions from development projects. CARB should require California's local air districts to develop ISRs to control emissions from new developments. 3) We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state. I support CARB's preliminary recommendation that the state immediately adopt a 33% RPS by 2020. Thank you for your efforts and consideration. Best regards, Randy Gordon Ben Lomond, CA
