Subject: CA standards to counter global warming polution

Dear Chair Nichols,
I write to support CARB's work and to urge the board to map out
strong global warming measures in California to cut our state's
global warming pollution as required by  A.B. 32, that Governor
Schwarzenegger signed two years ago.  It is the boldest global
warming law in U.S. history and I am pleased to be a Californian.

As you work to formulate policies and measures for implementing
the target pollution reductions, I urge you to address the
following three issues, as verbalized by the Environmental Defense
Fund:

   1.      We need a well-designed cap-and-trade program.
CARB should include as many sources as possible in a cap-and-trade
system. We support CARB's preliminary thinking that 80% of
California's global warming pollution would be under a
cap-and-trade system by 2020.
  
 2.      We need an "Indirect Source Rule" (ISR) to control
emissions from development projects.

CARB should require California's local air districts to develop
ISRs to control emissions from new developments.

 3.      We need a new Renewable Portfolio Standard (RPS) to
increase clean energy in our state.
 We support CARB's preliminary recommendation that the state
immediately adopt a 33% RPS by 2020.
