Comment:
The following three issues are important to California's future and to our groundbreaking efforts to fight global warming: We need a well-designed cap-and-trade program. Cap-and-trade should include as many sources as possible in a cap-and-trade system. We support CARB's preliminary thinking that 80% of California's global warming pollution would be under a cap-and-trade system by 2020. We need an "Indirect Source Rule" (ISR) to control emissions from development projects. CARB should require California's local air districts to develop ISRs to control emissions from new developments. We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state. We support CARB's preliminary recommendation that the state immediately adopt a 33% RPS by 2020.
