Comment | The proposed regulation is an unreasonable burden on the public and on auto service facilities. The penalties and remedies are unreasonable and unnecessary. The proposed regulation is ineffective. ARB should instead direct its controls **and enforcement** toward municipal public works that install and operate traffic control signal lighting. Municipal traffic and road authorities continue to add traffic signals at intersections or driveways at intervals between the primary intersections. The problem is that the intermediate signals are not timed to the main intersections, so they stop up to dozens of cars for one or two cars. City planners often believe that 3 seconds clear on the main street to allow green on the smaller street or driveway - but these don't allow for the fact that the main intersections are already impacted by prior smaller signals, instead of moving at the rated speed limit, the average speeds are lower than designed. The current state is that every time 10-20 cars *each way* are stopped and then start again, unnecessarily, then there's the carbon crime that needs to be controlled. |
