Enough is enough. At some point people need to take responsibility
for correctly maintaining their vehicles. Please do not place yet
another regulation on small businesses. Enough good citizens of
this state have already left for other states due to the number of
enviromental regulations that have been placed on their
businesses.

 If you want improved fuel economy then lower the speed limit and
enforce it! Also, raise the fuel tax! That will maybe encourage
people to buy more fuel efficient vehicles.
