I agree with Ken and John. This whole idea should have the air let
out of it. As usual, highly overpaid and useless committees trying
to dig deeper into the poor overtaxed people and the nerve of such
an outrageous fine and penalty! Or will you propose another
government subsidy to help out those who can't pay, or take away
their wheels? Can't solve the really big issues so go after the
little guy. How typical of government tryants. If we paid any  more
for expertise, we'd be a "fourth" world country by now instead of
on our way to an over-indebted third world country. 

The only thing that the air should be let out of is your committee
and board. Go go take on some really important task, like
controlling volcano ash.
