Comment | An accelerating switch to lower quality crude oil input has already increased California refinery GHG emissions by 3 million tonnes CO2eq/year, and by 2020 could further increase emissions by another 8-13 million tonnes/year, from hydrogen steam reforming alone. Inherently dirtier feedstock threatens to cause total emissions from transportation fuel production that worsen toxic pollution near refineries, and might overwhelm climate protection efforts. A just-completed analysis documenting these points is attached. This evidence further supports CBE's comments on the Scoping Plan, and supplements our comments submitted yesterday. References cited in the attached cover letter were submitted today separately. |
