Comment | Board: I write to ask that you reconsider the proposed regulations of aftermarket plug-in hybrid conversions. The emissions issues you cite are important, but readily fixed by converters. These companies exist primarily to move the state of the art in clean transportation forward. Their goal is to reduce emissions. These converters are not well capitalized so the test requirements and warranty requirements impose a significant burden. Nonetheless, these small, innovative companies are significantly accelerating the development of plug-in hybrid technology by creating consumer awareness and generating real-world data, to say nothing of providing individuals the early opportunity to drive high-mileage vehicles. Do not throw out the baby with the bathwater and stifle small-business innovation in a difficult economic climate. There entrepreneurs are achieving what the big automakers can't, or won't. I urge you to reconsider the proposed regulations and support innovation in the State of California. |
