| Comment | It appears that the testing procedures will place a heavy burden on small firms and individuals working with plug-in hybrids. Before passing such legislation it would be wise to consider whether the hypothetical environmental gains as a result of this legislation are greater than the economic consequences it will have on small businesses. |
