Subject | testing requirements for PHEV conversions |
Comment | Please consider raising the number of PHEV conversions that would trigger the requirement for emissions testing, from 10 vehicles to 100 units. Start-up PHEV ventures will be unduly burdened with the cost of these tests at the proposed limit of 10 conversions, to such an extent that it would become impractical (unprofitable) to lunch a business to perform Plug-In conversions. At 100 vehicles, the burden of testing costs on each car could be at least manageable, ($2000) even if not ideal, allowing us to collectively proceed with the important work of improving the fuel economy of tens of thousands of existing hybrid vehicles on the roads in North America. A business that fails due to excessive external costs, can't help the cause.
