| Comment | For small contractors, the equipment is used intermittently. I only work 6 months of the year, due to weather and only have work part time then, due to a small economy. Therefore, it does not pollute much and I can't afford to replace it. I have to buy and used old equipment, most private lands owners are not aware of the negative effect your proposed regulations will have. |
