SubjectTightening up of loose regulations

Thank you for tightening up this regulation to effectively include
dray-offs or equipment swaps that have been occurring in our
industry.  I am pleased that this practice will finally come to an
end.  The thought that trucks could travel hundreds of miles with a
dirty polluting engine that is not allowed in the Ports or Rails,
fouling our air literally flies in the face of the intent of your
laws.  I think that holding everyone accountable for this practice
is very fair as the intent of the regulations was to clear our air,
not to provide a loophole to be gotten through.  There are far too
many trucks operating in this loophole from the Central Valley. 
All you have to do is to park either on the valley side of the
Altamont or the Grapevine and just look for the smoke.  If there is
smoke, there is a problem that needs to be addressed.  I realize
that this will come as a hardship for many, and I truly feel for
the industry that has had to deal with all the uncertainty and
delays in compliance, but we need a level playing field and until
this takes effect, it is unfair and gives a marketing advantage to
truckers operating in this manner.  All I have ever looked for is
the opportunity to compete in an equal manner with all.  I believe
this will go a long way in leveling the playing field for us all.
