I am sure that the Red Stricker program was put into place with
good intentions but it is very likely causing more pollution than
it is saving.  Today's four stroke off-road vehicles put out
almost no emissions, yet the program unfairly targets them.  They
do not burn oil in their gasoline.  Riders are forced to drive an
extra 30-60 minutes to get to areas where they can ride.  The
trucks carrying these bikes put out several times the emissions
that the actual bikes would be emitting because of the addtional
gallons of fuel they burn driving the extra distance.  In
addition, this causes extra wear and tear on the roadways.  Common
sense should tell you that these bikes should be exempt from the
program.  Isn't it the oil burning bikes that you should be
targetting?  

The program itself is damaging many family's quality time. It
keeps parents from spend bonding with their children and inhibits
their ability to keep them off the streets and out of trouble. 
The program spans a time when kids are out of school and in need
of an activity to keep them occupied.  Do you really not want kids
spending time with their parents?  Would we have a huge gang
problem today if all parents spent time with their children? 
Although the program had admirable goals, it has proven itself to
be funtionally flawed and in desperate need of reworking.
