Take action against the many diesel and gasoline powered machines
that are a part of every day construction activity.  That is,
cement mixers that are typically towed as small trailers and which
operate with unregulated gasoline motors; small front-end loaders
used by every contractor that have unregulated diesel motors;
tractor/backhoe combinations, and so on and so on.  The last time
California's representatives tried to regulate these, the lobbying
effort of the building contractors caused any regulation to go down
to defeat.  What's up with you people?

Also tighten up on the Ports of L.A. and L.B, and probably SF and
Oakland as well regarding nasty diesel emissions from ocean going
ships burning bunker fuel, harbor tugs with 3,000 hp diesel motors,
ancient yard locomotives with dirty diesel emissions, and so on and
so on.  Why are they still emitting hundreds of tons of pollutants
in 2009?  How long has the CARB been in business?  Why are your
accomplishments still so lacking in these areas?
