I hope somebody reads this.  I want you to know we have spent many
hours of staff time compiling DOORS data and we live in a rural
area where there is no significant air pollution and less than
150,000 people in our whole county (Humboldt).  As a matter of
fact, the largest air pollution, according to recent EIRs is “dust
from unpaved roads”.  We are in a coastal plateau area and have a
constant wind from the Pacific.  We are a small family construction
company and do not have engineers on staff.  The burden of these
requirements falls squarely on our two office personnel.  

I fail to understand why the Air Resources board did not
concentrate on the areas where there is significant air pollution
and large populations.  That would be the most efficient use of
time and money.  They could have forced manufacturers to produce
their new equipment to meet new air standards for the rest of the
state.  It would take a little more time for everybody to be
compliant as the older machines run the course of their useful
lives, but the resources would then be concentrated on the areas
that need it and not burden the rest of us with this cumbersome,
complicated, and livelihood-threatening program.  Also, this could
not come at a worse time for the construction industry.
