| Comment | Please see attached comments from Santa Barbara County APCD on the Mobile Source Strategy October 2015. We support the actions identified in the Strategy to achieve additional NOx emission reductions from ocean going vessels. We urge California Air Resources Board to include vessel speed reduction (VSR) as a strategy to achieve near-term state-wide NOx emission reductions. Reducing ship speeds down to 12 knots along the California coast has the potential to achieve up to a 50 percent reduction in NOx emissions over the baseline, as we demonstrated in the 2014 VSR Trial, a voluntary incentive program in the Santa Barbara Channel, with seven global shipping companies participating.
