The responsible analysis of LCFS regulations has NOT been done. 
The cost is too high for what could be zero improvements.
This regulation plays with tens of millions of lives.  It should
not be implemented on a hope and prayer.
Under all circumstances the following guarantee should be included
in all regulations.

If this provision does not achieve the following empirical data by
this year and month then the regulation will be null and void and
the government will be responsible for reimbursing all citizens the
LCFS related costs to their person.
