| Comment | Dear Ms. Nichols and Board Members: The Environmental Defense Center (EDC) is supportive of the Draft Cap-and-Trade Auction Proceeds Investment Plan: Fiscal Years 2013-14 through 2015-16 (Draft Investment Plan) but recommends including vessel speed reduction (which is missing from the Draft Investment Plan) in your Final Investment Plan as a priority for funding and requests that Cap-and-Trade money be directed to the Vessel Speed Reduction Initiative. In addition, this Initiative has a broad coalition of supporters including federal, state, regional and local agencies, as well as NGOs, representatives of industry and the scientific community, and members of the public. We would like to have Appendix A in the Final Implementation Plan revised to include the VSR Initiative and acknowledge this coalition. More details are provided in the attached letter. Thank you for your consideration of these comments. |
