Greetings Shelby,

As we discussed, I have attached the report
(“ManuscriptRTP2Court5”) I will present in Chicago, in June, at the
Air and Waste Management’s 106th Conference, at their Sustainable
Land Use and Transportation Session. (This is the 2nd paper of
mine, that they have accepted. The first one is Reference 6 of the
attached report. I have also attached that paper, which deals with
car parking.) If you look at Page 11 you will find A PROPOSED SET
OF STRATEGIES (REMEDIES) TO ACHIEVE THE REQUIRED REDUCTIONS . The
first 5 subheadings there are the 5 “remedies” that will reduce
driving as needed.

I would like to focus here on the parking strategy. Note that
“charging more for parking” is not a good idea, nor is “reducing
the amount of parking”. Either strategy will just bring the wrath
of angry citizens down upon the process. People are paying the
additional cost, between the true cost and the charged cost, in
hidden forms: less wage, more cost for all items including food,
and more rent. Why should they pay twice? Instead of saying “less
parking” or “charging more” we need to say “unbundling the cost of
parking”. Instead of wrath, we will get puzzlement. That would be
better. Then we can educate.

More to the point, first we need a demonstration project.
Therefore, I have attached an unpublished paper, describing a
demonstration project at an office, that also happens to be a
school. It is named “SchoolParkingReport3”.

Here in San Diego County, cars and light-duty trucks emit 41% of
our total GHG, more than any category. Besides getting cleaner cars
and cleaner fuels, we must drive less and we need strategies that
will do this without costly development and redevelopment, such as
smart growth and complete streets, which are also needed. We need
cost-effective strategies that will give people more choice, more
fairness and yet create significant reductions in driving.
