Vectrix Corporation wishes to express its support of the AB118 AQIP
Funding Plan for 2009-2010 fiscal year.  As the world’s first zero
emission, high performance, street legal, mass produced
international consumer electric vehicle, we have participated in
CARB’s successful Alternative Fuel Incentive Program in the ZEM
(motorcycle) category and worked closely with the staff to ensure
that the spirit and implementation of the plan addressed the
Board’s goals and objectives.

 The CARB AFIP rebate program has been effective in its mission to
encourage consumers to purchase and use zero emission vehicles for
transportation.  The program should be continued as proposed by the
staff recommendation for AB118 funding.

The CARB REBATE ESTABLISHED CALIFORNIA AS THE LARGEST THE MARKET
FOR ZEM’S IN THE US
Vectrix has a national distribution network of over 100 dealers
throughout the US, and 200 more in Europe.  The rebate program in
California has made the California market the most successful in
the US, accounting for over a quarter of all the sales in the US
market.  The rebate was able to help lower the cost differential
between the Vectrix all electric motorcycle and its gas equivalent
from 60% to 33%.

THE CARB REBATE CREATED AND MAINTAINED JOBS IN CALIFORNIA
The rebate program has also contributed significantly to job
growth.  Vectrix has been able to sign up eleven dealers in the
State, supporting over 200 jobs.  In addition, the Vectrix Motor
Controller Components manufacturer, Parker Hannafin is located in
Santa Rosa.

VECHICLE MILES TRAVELED ON THE ZERO EMISSION MOTORCYCLE PROVE ITS
USE FOR COMMUTING 
One thing is certain.  Vectrix consumers used their vehicles as a
commuting alternative to their cars.  The data that we have
gathered on vehicle miles traveled was an average of 4,000 VMT. 
The range extended from 6,000 miles from a commuter in San
Francisco; 6,000 miles for a commuter in San Jose, and 3,000 miles
for a commuter in San Diego.

In conclusion,  Electric Motorcycles such as the Vectrix, are an
intregal part of the Green Technology Economy providing jobs,
lowering emissions and providing alternative means of
transportation  in the State of California.  The marketing and user
data provided by Vectrix demonstrates that the CARB  pilot program,
the Alternative Fuel Incentive Program, has  achieved its major
objectives and the mission should be continued in the AB 118 AQIP
program.  Zero emission motorcycles should be funded with a $1,500
rebate to consumers.
