Aptera Motors, Inc. wishes to express its support of the proposed
AB 118 AQIP Funding Plan for the 2009 - 2010 fiscal year.  In
particular, Aptera wishes to highlight our support for including
consumer rebates for zero emission motorcycles ("ZEM's") in the
proposed funding plan.  One challenge to getting more ZEV's on
California roads has been the limited number of affordable, freeway
capable vehicles available to consumers.  Despite the limited
number of traditional vehicle ZEV's in the market, there are a
number of affordable, freeway-capable, zero emission two and
three-wheeled vehicles ("ZEM's") available in the market now and
others coming to market during the 2009 - 2010 fiscal year. 
Incentivizing consumers to purchase ZEM's will help spur purchases
that replace a traditional automobile with a ZEM.  In addition, the
5 ZEM businesses headquartered in California are creating jobs and
making investments in California.  The ZEM industry is expected to
create 16,000 jobs over the next five years.

If this funding plan is approved, Aptera hopes to help our
consumers take advantage of the AQIP ZEV rebate program when they
purchase an Aptera beginning later this year.
