This is to invite your participation in three consumer

products meetings scheduled for April 15 and 16, l997, in

Sacramento, California. The agendas for the meetings are

enclosed.

On April 15, the Air Resources Board (ARB) staff will hold

the fifth Mid-term Measures Workshop (Workshop). At the

Workshop, we will discuss revisions to the draft regulatory

language we presented at the previous workshop. The

revised draft regulatory language, including revised

draft standards, will be mailed to you under separate

cover prior to the workshop. We are also working with

the industry associations to gather the cost data.

We will also hear presentations from industry on the

draft standards for the household, pesticide, and solvent

product categories. In addition, staff of the Office of

Air Quality and Transportation Planning will provide an

update on the status of the State Implementation Plan.

Please see Enclosure 1 for the proposed agenda for the

Mid-term Measures workshop.

On April 16, the ARB staff will conduct a workshop

on the aerosol antiperspirant and deodorant (APDO)

technical assessment for the zero percent high volatility

organic compound standard. This standard affects the

propellant component of aerosol antiperspirants and

deodorants and is scheduled for implementation on

January 1, 1999. At the APDO Workshop, we will present the

1995 survey results and the preliminary results of our

technical assessment. See Enclosure 2 for the proposed

agenda for the APDO Workshop.

Following the APDO Workshop, staff will convene an

initial discussion meeting on implementation of proposed

amendments to the California Consumer Products Regulation

pertaining to hairspray. At this meeting, we intend to

initiate discussion on (1) guidelines that assist

manufacturers in preparing compliance plans that demonstrate

their path towards producing reformulated hairsprays,

(2) guidelines to assist manufacturers in finding options

to mitigate excess emissions in the event they seek and

receive a variance from the 55 percent hairspray standard

after June 1, 1999, and (3) an early reduction credit

program (ERCP) that rewards manufacturers for early

compliance with the 55 percent standard. We are working

on developing discussion points for this meeting and plan

on sending these to you under separate cover before the

initial discussion meeting. See Enclosure 3 for the

proposed agenda for this meeting.
