Implementation Advisory Committee

The Air Resources Board (ARB) staff has begun implementation outreach efforts for the Refrigerant Management Program regulation.  As suggested by several industry stakeholders and presented by staff during the December Board hearing, ARB formed an advisory group to assist staff with the development of an effective implementation effort to ensure a smooth transition to when the regulation is expected to be effective.

The Refrigerant Management Program implementation advisory group is an informal committee, whose goal is to assist staff fine-tune our outreach, training, and implementation materials and to help improve our awareness of the needs and perspectives of stakeholders.    The purpose of the advisory group is as follows:

  • Discuss and provide ideas on ways of reaching affected facilities.
  • Review and provide feedback on training presentations, handouts, flyers, and fact sheets.
  • Review and provide feedback on reporting and compliance planning tools.
  • Review and provide feedback on rule interpretation and guidance documents.

Topics Discussed:

  • Concern expressed on record keeping of refrigerant purchased that is used for multiple facilities – proposed solution could be to assign the purchases made on an organization/company basis to one of its facility – address this in the inspection guidelines document.
  • Calibration records of detection equipment.  Text from the draft guidelines for facility owners and operators caused a bit of confusion.  “Annual audit and calibrations” under the recordkeeping section of the document was meant for the automatic leak detection systems.  It will be removed/rephrased on the document.
  • “RMP” acronym is already being used by the USEPA for their “Risk Management Program” for ammonia and can be confusing to some.  Suggest changes to acronym be made.
  • Proposed changes to “high-GWP” classification discussed at international conference in Geneva may cause confusion with current high-GWP definition in Refrigerant Management Rule.
  • Impact of Proposition 23 on this rule – will have to wait and see.
  • ASHRAE conference in Las Vegas was suggested by the committee for outreach.  Staff has looked into this but with the state fiscal situation, this will be a challenge.  Staff is hoping if some committee members will be in attendance, they can help distribute information.
  • Publications suggestions from the committee for outreach: Refrigeration Service Engineers Society (RSES) Journal, Western Trade Newspaper
  • Organizations suggested by the committee for outreach: Building Owners and Managers Association International (BOMA), Air Conditioning Contractors of America (ACCA), Air-Conditioning, Heating and Refrigeration Institute (AHRI), Food Marketing Institute (FMI), North American Technician Excellence (NATE)

Action Items for Committee:

  • Suggest journals/magazines/publications for staff to make outreach announcements
  • Suggest contacts or methods of reaching out to affected facilities
  • Provide comments on current outreach documents
  • Provide suggestions (or examples) on documents in progress for technicians, contractors, reclaimers and distributors

Action Items for ARB Staff:

  • Continued development of outreach materials
  • Continued development of Implementation webpage
  • Begin re-establishing contact with trade associations to distribute outreach documents
