Distribution of Allowance Allocation 

Electrical Distribution Utilities

The Cap-and-Trade Regulation specifies that publicly owned utilities (POUs) and electrical cooperatives (COOPs) participating in the Cap-and-Trade Program have until September 1, or the first business day thereafter, each year to inform CARB how to distribute the allowances which CARB will allocate to them by October 24 from the following allowance budget year. For example, by September 3, 2019, POUs and COOPs must let CARB know how to distribute allowances allocated from the 2020 budget year. These allowances may be distributed into a POU's or COOP's compliance account, a POU's or COOP's limited use holding account, the compliance account of an electrical generating facility operated by either a POU, a COOP, a joint powers agency in which the POU or COOP is a member and with which it has a power purchase agreement, or the compliance account of a federal power marketing administration authority with which the POU or COOP has either an agreement to purchase imported electricity or a power purchase agreement, including a custom product contract. The purpose of the Publicly Owned Utility or Electrical Cooperative Allocation Distribution Form is to specify the number of allowances that ARB should place into these accounts. This form is provided for clarity and convenience and does not supersede any law or regulation.

The Publicly Owned Utility or Electrical Cooperative Allowance Recipient Confirmation Form may be used by a generator that plans to receive allocated allowances from a POU or COOP to confirm the amount of allocated allowances they expect to receive. All data provided on this form must match the data in the corresponding "Publicly Owned Utility or Electrical Cooperative Allocation Distribution Form" submitted by the POU or COOP disbursing its allowances to the recipient entity. This form is provided for clarity and convenience and does not supersede any law or regulation.

If an EDU elects to use the provided form, CARB requests the completed Excel workbook be emailed as an attachment to edu-allocation@arb.ca.gov along with a PDF version that includes the required signed attestation. Hard copies are not required.

Natural Gas Suppliers

The Cap-and-Trade Regulation specifies that natural gas suppliers participating in the Cap-and-Trade Program have until September 1, or the first business day thereafter, each year to inform CARB how the natural gas supplier wants to distribute the allowances which CARB will allocate to them by October 24 from the following allowance budget year. For example, by September 3, 2019, natural gas suppliers must let CARB know how to distribute allowances from the 2020 budget year. These allowances will be distributed into the supplier's limited use holding accounts and compliance accounts. The purpose of the Natural Gas Supplier Allocation Distribution Form is to specify the percentage of allowances that CARB should place into each of these accounts. This form is provided for clarity and convenience and does not supercede any law or regulation.
