Adoption of "The Third Annual Report to the Governor and the
Legislature on the Air Resources Board's Acid Deposition Research
and Monitoring Program."

RECOMMENDATION

Staff is recommending that the Board approve the report for
submission to the Governor and the Legislature.

DISCUSSION

The Kapiloff Acid Deposition Act requires the Board to report
annually, not later than January 1, on its activities, findings
and recommendations relative to acid deposition. The draft third
annual report describes the Board's ongoing and planned research
and monitoring efforts. The report also discusses the five-year
acid deposition research and monitoring plan. Summaries of
completed and ongoing studies are presented and related to the
objectives of the Kapiloff Act. Finally, the program limitations
and recommended actions to ensure successful completion of the
objectives of the Kapiloff Act, are presented. In particular, it
is recommended that one additional year, calendar year 1988, be
afforded for the Board to complete, evaluate, and report on its
five-year research program.

SUMMARY AND IMPACTS OF PROPOSED BOARD ACTION

Board approval of the report would result in its submittal to the
Governor and the Legislature, making them aware of the progress
to date and the need for additional time and possibly legislation
to complete the objectives of the Kapiloff Act.
