California and Federal Test Procedures and Emission Standards for
Light-Duty Vehicles.

                           INTRODUCTION

The Federal Government, on November 10, 1970, adopted new test
procedures and emission standards for light-duty vehicles.  This
has made it necessary for the Air Resources Board to consider
revised test procedures for California.

The Board, at its November 18-19, 1970 meeting, announced that it
would hold a special meeting on December 15, 1970, to consider
changes which would be needed in the current California
procedures.  It requested the Technical Advisory Committee to
review this matter and make recommendations to the Board on
December 15, 1970.  The Technical Advisory Committee met on
November 30, 1970; present were representatives of most of the
automobile manufacturers.

Based on the recommendations of the TAC, the ARB Staff has
prepared revised test procedures and emission standards for 1972
and subsequent model light-duty vehicles.
