Public Hearing Concerning Amendments to local Districts' Rules
and Regulations to provide a Rule Which Requires that Ambient air
Quality Standards be Considered in Review of Applications for
Authority to Construct (Continued).

RECOMMENDATION

Board action is not needed on proposed amendments to the rules
and regulations of the Placer and Plumas County Air Pollution
Control Districts.

SUMMARY

At the November 14, 1974 public hearings concerning proposed
amendments to the rules and regulations of the Placer and Plumas
County APCDs, the Board was informed that these districts had
adopted amendments similar to those being considered for adoption
by the Board. The Board continued the hearings until December
12, 1974, pending confirmation of the districts' actions. These
districts' actions have been confirmed.

ITEM NO.: 74-24-3

Status Report - Adoption of Local Permit System Rules that
Consider Ambient Air Quality.

RECOMMENDATION

This is an informational report.

SUMMARY

All districts in the State now have rules which require the air
pollution control officers to consider ambient air quality
standards in the review of applications for authority to
construct.

This staff report evaluates the rules districts have adopted in
light of the Environmental Protection Agency's requirements.

Although some of the districts' rules are not completely
consistent with the latest version of 40 CFR 51.18, all such
fuels fulfill the intent of this federal regulation. The
Executive Officer has requested EPA to accept the districts'
rules as fulfillment of the requirements of 40 CFR 51.18.

ITEM NO.: 74-24-4

Consideration of recently adopted Agricultural Burning
Implementation Plans and Modifications to Previously Approved
Plans.

RECOMMENDATION

Adopt Resolution 74-72 thereby approving the plan of the Monterey
Bay Unified APCD, and the plan of the Great Basin Unified APCD
and modifications to the plan of each of the following APCD's:
Butte, Colusa, Glenn, Placer, Sutter, Yolo-Solano, Yuba and
Fresno.

SUMMARY

State regulations require that Agricultural Burning
Implementation Plans and modifications to such plans adopted by
the local Air Pollution Control Districts must be approved by the
Board before the plans are effective.

The Monterey-Santa Cruz Unified APCD and the San Benito County
APCD have merged into Monterey Bay Unified APCD. The Alpine,
Inyo and Mono County APCDs have merged into the Great Basin
Unified APCD. These new unified districts adopted agricultural
burning implementation plans which have been submitted to the
Board for approval.

The Butte, Colusa, Glenn, Placer, Sutter, Yolo-Solano and Yuba
County APCDs adopted modifications to their existing plans
changing drying times and burning hours for rice straw and
stubble. The Fresno County APCD adopted modifications to its
existing plan changing drying times for range improvement burning
and exempting from the burn, no-burn day regulation certain
burning practices above 3000 feet and 6000 feet elevations. The
modifications have been submitted to the Board for approval.

The plans of the two newly formed unified districts and the
modifications to the previously approved plans of the eight APCDs
are consistent with the Board's Agricultural Burning Guidelines.

Staff analyses are presented in the staff report. Copies of the
plans are attached.

ITEM NO.: 74-24-5

Status Report on State Air Pollution Emergency Plan Oxidant Alert
Levels.

RECOMMENDATION

Continue the use of the correction factor the Board established
on August 15, 1974 until the oxidant measurement problem is
resolved.

SUMMARY

Emergency episode criteria levels are under review for possible
additions or changes. The Air Quality Advisory Committee
assigned this task has not completed its study and no changes have
yet been recommended by the Committee.

Oxidant calibration methods are being reviewed and a standard
procedure is being developed. This study is not complete and the
staff recommends the continued use of a correction factor
previously adopted by the Board.

The June 26, 1974 EPA conditional approval of the Air Pollution
Emergency Plan established additional requirements to be met by
specified dates. The staff believes that these conditions have
been met and has requested EPA to approve the plan.

The preparation and implementation of source curtailment plans is
not moving forward as rapidly as expected because of certain
legal and administrative problems. Action is being taken to
resolve these problems.

ITEM NO.: 74-24-6

San Diego County Air Pollution Control District's Request for an
Air Basin Boundary Change.

RECOMMENDATION

Uphold the June 1973 Board decision which disapproved a similar
request made in 1971 by the San Diego County APCD.

SUMMARY

The San Diego County Air Pollution Control District Board has
requested that the Air Resources Board change the air basin
boundaries to include the eastern portion of the District in the
San Diego Air Basin. When this request was presented to the
Board for consideration on November 14, 1974, the Board directed
the staff to investigate the meteorological justification for
making such an air basin boundary change. The staff has made
such an investigation and found that a change in air basin
boundaries is not justified on the basis of meteorological
considerations.

ITEM NO.: 74-24-7

Report on Abrasive Standards for Abrasive Blasting Operations.

RECOMMENDATION

Accept the preliminary report on the abrasive standards as
submitted by the Committee. Schedule a public hearing for the
February 6, 1975 Board meeting for considering the 90 day
extension for submittal of the final report.

SUMMARY

At a public hearing on August 15, 1974, the Board adopted air
pollution standards for abrasive blasting operations. The
standards were filed with the Secretary of State on August 23,
1974 and became effective on September 22, 1974. Section
92100(d) of the standards requires the Committee to prepare a
preliminary report within 90 days and a final report within 180
days after the effective date of the regulations which recommends
regulations concerning the cleanliness and hardness of abrasives
used in abrasive blasting operations. In this preliminary report
the Committee is submitting to the Board for information the
abrasive test method developed by the Committee for evaluating
the cleanliness and hardness of abrasives and indicates expected
difficulties in completing the final report within the period
specified in the Administrative Code. The report also includes a
schedule and timetable for testing and evaluating the abrasives.
Attached is the Committee's report to the Board.

STAFF COMMENTS

The staff has been working with the Committee on the development
of the presented test procedures and abrasive standards. The
staff concurs with the Committee's preliminary report and
recommends that the Board accept the report and grant the
requested 90 day extension for the submittal of the final report.

ITEM NO.: 74-24-8

Consideration of Request for the Extension of Open Burning at
Disposal Sites.

RECOMMENDATION

Adopt Resolution 74-73, which grants additional time extensions
for open burning at the dumps listed in "Exhibit A", with the
condition that interim progress reports be submitted to the Board
by July 1, 1975 and that petroleum products and tires not be
permitted to be disposed of by burning at these sites.

SUMMARY

The Air Resources Board, by adopting Resolution 74-5, authorized
additional time extensions for open burning at solid waste
disposal sites based on population density and satisfactory
progress in phasing out open burning. Dumps located in a
sparsely populated area qualify for a total three year time
extension for open burning which will expire on January 1, 1975.
Dumps located in an extremely sparsely populated area quality for
a total five year time extension for open burning which will
expire on January 1, 1977.

The counties of Del Norte, Humboldt, Inyo, Lassen, Modoc, Sierra,
and Trinity are requesting additional time extensions for open
burning at 23 dumps located in extremely sparsely populated
areas. All of the above counties are making satisfactory
progress in phasing out open burning dumps. However, the
remoteness of some of the dumps is causing technical and economic
difficulties in phasing out open burning.

The various requests and staff analyses are presented in the
attached staff report.

ITEM NO.: 74-24-9

Progress Report - Adoption of Gasoline Marketing Vapor Recovery
Rules by APCDs.

RECOMMENDATION

This is an informational report.

SUMMARY

Revision 3 to the SIP requires the Fresno, Kern, San Joaquin, and
Sacramento County APCDs, and the Yolo-Solano Unified APCD, and
Revision 4 to the SIP requires the APCDs in the South Coast Air
Basin to adopt rules to control emissions from gasoline
distribution and marketing operations. In June, 1974 the Board
approved guidelines for use by the APCDs in developing rules for
the control of emissions at service stations, and requested that
these APCDs adopt such rules by December. The guidelines were
modified by the Board in November. Pursuant to Section 39276 of
the Health and Safety Code the Executive officer has requested
the coordinating councils for the South Coast, the Sacramento
Valley and the San Joaquin Valley Air Basins to revise their
coordinated basinwide air pollution control plans to include
rules for controlling emissions from petroleum contribution and
marketing operations; under State law the councils have 60 days
(until January 5, 1975) to submit to the Board, appropriate
revisions to their basin plans. If any of the coordinating
councils does not respond appropriately, the Board needs to take
action after January 5, 1975. The staff has issued a notice of
public hearing to provide 30 day notice of action that may be
considered by the Board at the January 1975 meeting.
