Public hearing - Proposed 1977 Exhaust Emission Standards for
Light-Duty Vehicles (Continued).

RECOMMENDATION

Adopt Resolution 74-78.

SUMMARY

This is a continuation of the public hearing held at the November
13, 1974, Board meeting to receive testimony concerning the
proposed adoption of exhaust emission standards for 1977
model-year gasoline-powered passenger cards and light-duty
trucks. The standards being considered were 0.41 HC, 9.0 CO and
1.5 NOx (gm/mi).

As a result of the staff's evaluation of all oral testimony and
written comments, the following standards are proposed for
adoption:

1977 Model Passenger Cars (gm/mi)
0.41 - HC, 9.0 - CO, and 2.0 NOx

1977 Model Light-Duty Trucks (gm/mi)
0.9 - HC, 17.0 - CO, and 2.0 - NOx

ITEM NO.: 74-23-3

Public Hearing Regarding Proposed Changes to Title 13 California
Administrative Code Regulations for Fuel Additive Test and
Evaluation--Continued.

RECOMMENDATION

Adopt Resolution 74-63-A.

SUMMARY

The Board held a public hearing at the November 13, 1974 meeting
regarding proposed changes to Title 13 California Administrative
Code regulations to incorporate, by reference, the duel additive
test program and test procedures and to include a fee schedule.

The Board adopted the proposed changes by way of Resolution 74-63
except for Sections 2205(c)(1)(B) 2205(c)(2)(B) which cover the
fees charged for engine and vehicle tests. The board continued
the public hearing through the December 11, 1974 meeting and
requested the staff to clarify certain inconsistencies between
the above sections and the fuel additive test procedures and
program adopted July 10, 1974.

The staff has met with representatives of private laboratories to
discuss the fee schedule and, as a result, proposes revised
Sections 2205(c)(1)(B) and 2205(c)(2)(B) of Title 13, California
Administrative Code. The staff also proposes changes to the fuel
additive test procedures and program to accommodate the revised
fee schedule.

Resolution 74-63-1 incorporates the proposed changes.

Supplemental Report for Consideration of STP Corporation's
Application for Accreditation of its Air Computer as an NOx
Control Device for 1966-70 Class (b-f) Vehicles.

RECOMMENDATION

Adopt resolution 74-57-A.

SUMMARY

On November 13, 1974, the Board considered STP Corporation's
application for accreditation of its Air Computer device for
1966-70 model-year class (b-f) vehicles. At this meeting a
question was raised regarding interpretation of the NOx device
test procedure requirements for device accreditation and for
demonstrating device effectiveness at 55 mph cruise conditions.

The staff position is that the minimum 42 percent reduction in
NOx required was as determined by the hot start CVS-1972 test and
that the essential device features instrumental in reducing NOx
must remain in effect at 55 mph to demonstrate device
effectiveness.

This position was countered by a suggestion that reduction in NOx
emissions attained by the first accredited device should be met
during the 55 mph steady state test.

The Board directed the staff to examine records and documents
relating to the staff development of NOx device test procedures,
the staff evaluations of device manufacturers' applications for
device accreditations, and other sources for information
pertaining to this issue.

This is a report of the staff's investigation of these items.
The information presented in the report confirms that the staff
has consistently applied its stated interpretation in its
evaluations of test procedure requirements and device
accreditation applications.

Public Hearing Regarding Proposed Assembly-Line Test procedures
for 1976 and Subsequent Model-Year Gasoline-Powered Passenger
Cars and Light-Duty Trucks.

RECOMMENDATION

Approve Resolution 74-71.

SUMMARY

This report presents the proposed California Assembly-Line Test
Procedures for 1976 and Subsequent Model-Year Gasoline-Powered
Passenger Cars and Light-Duty Trucks. These procedures were
developed by revisions to the 1975 procedures. Two major
revisions are proposed: (1) more stringent tolerances are applied
to the steady state idle HC and CO control limits for vehicles
with control systems that use catalytic converts with air
injection, and (2) a modification of retest provisions for
quality audit test vehicles.

Summary of Manufacturers' Assembly-Line Reports for Calendar
Quarter July 1, 1974-Sept. 30, 1974 for the 1974 Model-Year.

SUMMARY

The staff is reviewing the reports submitted by vehicle
manufacturers concerning their 1974 model year production for the
period July 1 through September 30, 1974. A report with staff
recommendations will be presented at the meeting.

ITEM NO.: 74-23-7

Executive Officer Accreditation of Carter Carburetor's NOx
Control Device Application for 1966-70 Class (a) Vehicles.

RECOMMENDATION

None. Informational item.

SUMMARY

At its August 14, 1974 meeting, The Board adopted a motion
authorizing the Executive Officer to extend the Carter Emission
Reduction Kit (CER) device accreditation to Class (a) if all the
requirements for accreditation are met. Subsequently Carter
submitted the required information to support its application.
Based on the submitted information, the staff recommended Carter
Carburetor Division of ACF Industries be granted accreditation
for the CER system for class a(2) and a(3) [50 to 140 cubic inch
displacement] vehicles. Executive Order G-56 (attached) signed
by the Executive Officer, accredited the CER system for class
a(2) and a(3) vehicles. A copy of the staff report detailing
this accreditation is attached.

ITEM NO.: 74-23-8

Executive Officer Action Approving Echlin Manufacturing Company's
Modification to a Previously Accredited NOx Control Device.

RECOMMENDATION

None. Informational item only.

SUMMARY

The staff received an application from the Echlin Manufacturing
Company to modify its presently accredited NOx control device.
Echlin proposed to delete the carburetor spacer plate and reroute
the air bleed through the existing PCV line.

Echlin ran back-to-back emission tests on eight vehicles which
indicated that the proposed modification had no significant
effect on emissions. This was supplemented by the staff's
previous experience with the Echlin device, in which it was found
that the air bleed portion of the device had no significant
effect on emissions.

A supplementary report describing the proposed modification and
test results is attached. The Executive Officer approved this
modification in a letter dated November 28, 1974, a copy of which
is also attached.

Consideration of Proposed Decision re Application by Robert W.
McJones for Exemption of VSAD+ Equipped 1955-70 Vehicles.

RECOMMENDATION

Consider the proposed Decision in Executive Session and, with
minor amendments to be suggested by the staff in the Executive
Session, adopt the Proposed Decision.

SUMMARY

On May 8, 1974, after a public hearing, the Board denied Mr.
McJones' application to exempt VSAD+ equipped 1955-70 vehicles
from the Board's two mandatory retrofit programs. Thereafter Mr.
McJones demanded and received a hearing before a State hearing
Officer to review this decision. The hearing was held on October
22-23 and October 29, 1974, before Mr. William Green, a hearing
officer assigned by the Office of Administrative Hearings. Mr.
Green's Proposed Decision is attached. The Proposed Decision
affirms the Board's earlier denial of Mr. McJones' application
for many of the same reasons asserted by the Board at the
hearing, but contains several minor technical inaccuracies for
which the staff will propose amendments in Executive Session.
