NOTE: The public hearing to consider the adoption of an
organic compound reactivity table for assessing
emission control strategies, continued from the October
27, 1975 Board meeting, has been rescheduled for the
January Board meeting.

ITEM NO.: 75-23-2

Continuation of Public Hearing - Consideration of Test Procedures
for Determining the Efficiency of Gasoline Vapor Recovery Systems
at Service Stations.

RECOMMENDATION

Adopt Resolution 75-57, thereby adopting into Title 17,
California Administrative Code, "Test Procedures for Determining
the Efficiency of Gasoline Vapor Recovery Systems at Service
Stations", as revised December 9, 1975.

SUMMARY

As directed by the Board at the September 29, 1975 meeting, the
staff has; 1) evaluated the merits of direct and indirect test
methods, 2) evaluated the testimony given at the September
meeting, and 3) conducted a consultation meeting. The staff also
conducted additional testing on vapor recovery systems. As a
result of the above efforts, the staff revised the procedures
proposed on September 29, 1975 to:

a. require the development of baseline data from leak-free
vehicle testing results,
b. include a leak-test procedure, and
c. increase the system reliability period from 30 days to 90
days.
