Public Hearing to Consider Adoption of Amendments Defining
Conditions for Emergency Meetings of the Air Resources Board.
RECOMMENDATION
Adopt Resolution 74-69 attached.
SUMMARY
Chapter 1126, Statutes of 1973 (SB 1173, Beilenson), requires the
Board to adopt regulations defining emergency conditions before
it may consider any matter without at least one week's notice to
persons who have requested written notice of its meetings. The
attached proposed Subchapter 7 for adoption in Title 17,
California Administrative Code, will satisfy this requirement and
permit the Board to act on short notice in response to the
specified emergency conditions.

Public Hearing Concerning Amendments to Local Districts' Rules
and Regulations to Provide a Rule which Requires that Ambient Air
Quality Standards be Considered in Review of Applications for
Authority to Construct.
RECOMMENDATION
A. No Board action is needed on proposed rules for the Lassen,
Shasta, Madera and Northern Sonoma County air Pollution
Control Districts at this time.
B. Adopt Resolution 74-55, 74-64, 74-64, 74-66, 74-67, and 74-68
thereby (1) amending the Rules and Regulations of Santa
Barbara, Calaveras, Nevada, Placer, Plumas, and Tuolumne
County Air Pollution Control districts, respectively, as
shown in the attachment to each Resolution, and (2)
authorizing the Executive Officer to rescind Board adopted
rules if the districts subsequently adopt similar or more
stringent rules.
SUMMARY
At the time of the September Board meeting all districts within
the State except for the Lassen, Shasta, Madera, Santa Barbara,
Calaveras, Nevada, Placer, Plumas, Tuolumne, and Northern Sonoma
County Air pollution Control Districts had adopted rules to
require that the air pollution control officers consider ambient
air quality standards in the review of applications for authority
to construct. Since then, Lassen, Shasta, Madera and Northern
Sonoma County Air Pollution Control Districts have adopted such
rules. The six remaining districts' respective coordinated
basinwide air pollution control plans require the districts to
adopt the necessary rule.
Pursuant to Sections 39274 and 39275 of the Health and Safety
Code, if the Board finds that a District is not taking reasonable
action to adopt and implement the provisions of a basin plan,
then the Board may do so for the District.

Public Hearing to Consider Adoption of Amendments to Subvention
Regulations.
RECOMMENDATION
Adopt Resolution 74-61, thereby amending the Subvention
Regulations as shown in the attached proposal or as may be
amended at the Board meeting.
SUMMARY
At its September meeting the Board approved conceptual changes to
the Subvention Regulations. The staff prepared and sent to local
districts for review, proposed amendments to the Regulations to
effect such changes. A public hearing is scheduled for today's
meeting to consider these amendments.

Preliminary Report - Oxidant Calibration Procedures.
RECOMMENDATION
None; this is an information item.
SUMMARY
At the August 15, 1974 Board meeting, it was reported that recent
studies have indicated that differences in instrument calibration
procedures have an important effect on the oxidant level readings
recorded by control agencies and used for calling alerts during
air pollution emergency episodes.
As directed by the Board, a special advisory committee was
appointed by the Executive Officer to develop recommendations for
a calibration procedure to be used statewide in the standard
method for measuring ambient air levels of oxidant.
A report on the status of the project will be presented by Mr.
William DeMore, chairman of the advisory committee.

The San Diego County Air Pollution Control District's Request for
an Air Basin Boundary Change.
RECOMMENDATION
Take no action.
SUMMARY
On October 8, 1974 the San Diego County Air Pollution Control
Board petitioned the Air Resources Board to change the boundaries
of the Southeast Desert Air Basin to exclude the eastern portion
of San Diego County from the Southeast Desert Air Basin and add
that portion to the San Diego Air Basin.
At its June 21, 1973 meeting, after considering a report from the
Emissions and Control Committee (R. Brattain and A. Lemmon), the
Air Resources Board adopted Resolution 73-36 (copy attached)
denying a similar request from the San Diego County Air Pollution
Control District. There has been no new information which would
lead to a staff recommendation to modify the Board decision of
June 21, 1973. Some of the problems with San Diego being in two
air basins could be alleviated by revising the definition of
"quorum" for coordinating council meetings, as proposed in
amendments to Subvention Regulations.

Report of the Technical Committee on Emissions from Rice Dryers
in the Sacramento Valley Air Basin.
RECOMMENDATION
Advise the Sacramento Valley Air Basin Coordinating Council
(SVABCC) that the rule proposed by its Technical Advisory
Committee (TAC) to regulate particulate matter emissions from
agricultural operations is not effective in controlling emissions
from these sources and should not be adopted.
SUMMARY
On April 11, 1974 the staff submitted to the Board a report on
Emissions from Rice Dryers in the Sacramento Valley Air Basin.
The Board referred the report to its Technical Committee for
evaluation. In addition to its own evaluation, the Committee
solicited comments and suggestions from the SVABCC. At its
October 25, 1974 meeting, the SVABCC accepted for consideration a
TAC proposed rule to regulate emissions from agricultural
operations by ambient air quality monitoring. This is the
Technical Committee's evaluation of the proposed rule.
