After the meeting, the Board will meet in a workshop with its
staff to discuss the status of exhaust emission standards for
1975 heavy duty vehicles.

Public hearing - 1966-1970 light-duty NOx exhaust emission
control device installation schedule.

                             SUMMARY

The Air Resources Board adopted, under emergency regulations, a
schedule for the mandatory installation of NOx devices on all
1966-1970 model-year light-duty vehicles.  The schedule requires
that, beginning on January 1, 1974, NOx devices be installed on
vehicles showing #1 as the last digit of the license plate
number.  Installations for vehicles with plate numbers showing #2
as the last digit start in February, etc.

Public notice for the emergency regulations has been given, with
October 30, 1973 set as the date to confirm, amend or repeal the
adopted NOx device installation schedule.  This report includes a
summary of the public responses received at the time of this
report writing.

Public hearing - exhaust emission standards for 1975 light-duty
vehicles.

                             SUMMARY

EPA adopted special standards for California for 1975 passenger
cars in order to compel the use of catalysts.  The standards are
unnecessarily stringent for CO, and are a relaxation of
California's NOx standard.  The Board adopted these EPA standards
by emergency regulation on June 20, 1973.  This public hearing is
to consider confirming the emergency action.

                          RECOMMENDATION

Allow the emergency adoption of EPA's 1975 California light-duty
vehicle exhaust emission standards lapse, thereby reinstating
ARB's 1975 standards.
