                               ITEM

Installation Schedule for NOx Control Device on 1966-70 Model
Year Vehicles.

                          RECOMMENDATION

None.

                             SUMMARY

The Inter-Agency Enforcement Committee met October 22 and
developed a proposed installation schedule.  A copy of the
Committee Chairman's report is attached.  A second meeting of
this committee to re-consider the proposed schedule will be held
October 20, 1972.

                               ITEM

Preliminary Consideration of Exemptions of 1966-70 Model Vehicles
from Required NOx Control Device.

                          RECOMMENDATION

None.

                             SUMMARY

This is an informational report concerning the exemption of
certain vehicles from the required NOx control device.  Factors
being considered are included in the attached Staff Report.  A
more detailed report and specific recommendations will be made at
a future Board meeting.

                              ISSUE

Assembly-line tests reports for 1972 model vehicles show some
non-conformity.

                          RECOMMENDATION

Non-conforming manufacturers were notified to appear before the
Board for discussion of remedial measures.

                             SUMMARY

Tables I, II and III of the attached Staff Report show those
manufacturers that did not test an adequate sample of production
vehicles and/or had more than 10% of the quality audit sample
exceed the approval standard for a given compound.

                               ITEM

Proposed Revisions to Assembly-Line Test Procedures.

                          RECOMMENDATION

None.

                             SUMMARY

This is an informational item.  It is intended to correct
deficiencies in the current assembly-line test procedures.  A
notice of public hearing and proposed revisions are attached. 
The public hearing will be held at the November 21, 1972, Air
Resources Board meeting.  At that time the staff will present its
recommendations.

                               ITEM

1973 Model Year New Car Approvals.

                          RECOMMENDATION

None.

                             SUMMARY

This is an informational report concerning new car approvals. 
Those approvals granted by the Executive Officer and special
features noted by the Staff during the evaluation of the
manufacturer's applications for approvals are listed in the
attached Staff Report.

                               ITEM

Requests for Changes to Production Vehicles.

                          RECOMMENDATION

None.

                             SUMMARY

This is an informational report concerning changes to production
vehicles.  Emission control systems for those vehicles have
previously been approved by the Board.  The production changes
may result in increased emissions.  A brief description of the
approval process and change requests submitted to date are
included in the attached Staff Report.

                               ITEM

EPA's Proposed Regulations concerning the State Implementation
Plan.

                              ISSUE

What should be the Air Resources Board's position regarding EPA's
proposal?

                          RECOMMENDATION

The Air Resources Board accept and endorse the recommendations of
the staff on specific items discussed below.  The Board's
acceptance and endorsement will be the basis of the staff's
presentation at the EPA hearings.
