74-20-12 Remarks from Audience - End of Session.

Beginning at 1:30 p.m., the Board will meet in a workshop session
with its staff and representatives from CALTRANS to discuss
transportation control as a part of the State Implementation
Plan. The workshop will be held in the ARB Conference Room, 1709
- 11th Street, Sacramento, California. There are no plans to
take public testimony and no action will be taken.


ITEM NO.: 74-20-2

Public Hearing for Consideration of proposed change to the
California 24-Hour Ambient Air Quality Standard for Sulfur
Dioxide.

RECOMMENDATION

Approve Resolution 74-58 which will amend Section 70200, Title 17
of the California Administrative Code, changing the 24-hour
ambient air quality standard for sulfur dioxide from 0.04 to 0.10
ppm.

SUMMARY

At the August 15, 1974 meeting of the ARB, the staff presented a
report on the California 24-hour ambient air quality standard for
sulfur dioxide. This report included a review and analysis by
the Department of Health of available information concerning the
health effects of sulfur dioxide singly and in the
presence of particulate matter or ozone. The Department
recommended to the Board a 24-hour standard of 0.10 ppm. The
Board directed the staff to schedule a public hearing to consider
changing the standard from 0.04 ppm to 0.10 ppm.

The present standard of 0.04 ppm lacks justification. The
recommended standard of 0.10 ppm is justified by health effects
data. A standard that is justified is more likely to be enforced
than one that is not.

The impact on air quality due to the proposed change in the
standard is expected to be small. Present control strategy in
the State Implementation Plan is based on meeting the national
standards, not the California 24-hour standard. The EPA has
proposed regulations to prevent significant deterioration of air
quality in areas with low sulfur dioxide levels.

Consideration of Proposed Test Procedures for Evaluating Gasoline
Vapor Recovery Systems.

RECOMMENDATION

(1) Adopt the recommended test procedures as guidelines, (2)
instruct the staff to conduct tests to obtain baseline data, and
(3) consider the procedures with the baseline data at a later
date for adoption pursuant to Section 39051(e) of the Health and
Safety Code.

SUMMARY

At its June meeting the Board directed the Technical Committee to
develop recommended test procedures for evaluating gasoline vapor
recovery systems. A draft of the proposed procedures is attached
to this report. The Board has the options of: 1) leaving the
development of test procedures to the districts, 2) adopting the
procedures pursuant to Section 39051(e) of the Health and Safety
Code, and 3) adopting the procedures as guidelines.

Although the proposed procedures rely on commonly accepted
practices and techniques, some field testing is needed to
validate the procedures and to develop baseline data.

The draft of the proposed test procedures has been submitted to
interested parties for review and comment; comments have not yet
been received, however, we expect some are expected prior to the
October meeting. The comments and staff analysis will be
presented at the meeting.

Consideration of Draft Report Prepared in Response to ACR 195,
Relative to Agricultural Burning.

RECOMMENDATION

Approve Draft Report, Early Dissemination of Agricultural Burning
Notices, as may be modified at the Board Meeting, for transmittal
to the Legislature.

SUMMARY

Assembly Concurrent Resolution 195 - relative to agricultural
burning, (copy attached to draft report), which was filed with
the Secretary of State on August 31, 1974, requires the Board, in
cooperation with the Department of Food and Agriculture and
interested persons and organizations, to explore improved methods
for early dissemination of agricultural burning notices and
requests both the Air Resources Board and the Department of Food
and Agriculture to report findings and recommendations to the
Legislature by October 1, 1974. The staff has met with
representatives of the Department of food and Agriculture and
agricultural interests. Attached is a draft report which is
based on information developed from the meeting.

It discusses the Current ARB program, alternatives that could
provide earlier dissemination of the agricultural burning
notices, and the views expressed at the consultation meeting on
September 26, 1974. The report states that no legislative action
is necessary. The ARB will administratively effect changes in
present procedures to provide earlier notices similar to the
program being tried in the Southeast Desert Air Basin.

Copies of the draft have been sent to the Department of Food and
Agriculture and others who attended the meeting, with a request
that comments, if any, be made before October 8, 1974.

Report on Improved Firing Techniques for Agricultural Burning.

BACKGROUND

The Air Resources Board has supported studies on improved
techniques for open burning of agricultural wastes. Techniques
developed from these studies are being demonstrated in the field,
to acquaint local Air Pollution Control Officials and the
agricultural community on methods to reduce emissions, and to
show practical application of our research efforts. The report
explains the burning techniques and the scope of the program.

Status Report on the Implementation of the State Air Pollution
Emergency Plan.

RECOMMENDATION

This is an informational Report.

SUMMARY

All 19 Air Pollution Control Districts which are required by the
State Air Pollution Emergency Plan to adopt regulations to comply
with provisions of the State Plan have done so. Many of these
Districts are developing stationary source curtailment plans and
governmental agency activity curtailment plans.

Response has been made to some of the conditions EPA placed on
its June 26, 1974 approval of the Air Pollution Emergency Plan.
Response to the other conditions is being developed.

The Executive Officer has been notified that the Board will be
included with EPA in a suit to be filed for the California Lung
Association regarding the Air Pollution Emergency Plan.

ITEM NO.: 74-20-7

Report on EPA's Proposed Modifications of its Parking Management
Regulations.

RECOMMENDATIONS

This is an information report.

SUMMARY

On August 22 and 27, 1974 EPA proposed modifications to its
parking management regulations. If promulgated, these
modifications could relieve much of the economic hardship
attributable to implementation of the current regulations. The
parking management regulations would be administered by EPA or by
certain local authorities, if these authorities accept delegation
from EPA. It is not expected that ARB or the APCDs would be
directly involved in the implementation or administration of the
regulations. If promulgated, these amended regulations would
preempt EPA's indirect source regulations in many instances.

Status Report on Test Procedures for Non-Vehicular Sources.

RECOMMENDATION

None. This is an informational report.

SUMMARY

State law requires that the Board adopt procedures to measure
compliance with the non-vehicular emission standards of the State
and local districts. Differences exist between the test methods
used by the Air Resources Board, the local districts, and those
promulgated by the EPA. Upon resolution of these differences,
the staff will present test procedures to the Board for
consideration of adoption.

Report on the Program Establishing Compliance Schedules.

BACKGROUND

Assembly Bill 2670, which was signed into law by the Governor on
April 17, 1974, authorizes the ARB to revoke or modify a variance
granted by local hearing boards if, in its judgment, the variance
does not require compliance as expeditiously as practicable, or
which does not satisfy the requirements of state law. The staff
has been reviewing compliance schedules pursuant to the
requirements of the new law.

Attached is an informational report on the current status of the
compliance schedule program, accomplishments, and unresolved
problems.
