of its Air Computer as an NOx Control Device for 1966-70 Class
(a) Vehicles.

Consideration of Lindberg Ecology Corporation's Application for
Granting Exempt Device Status for its Econopower System.
SUMMARY
This application was received on September 20, 1974 and the staff
evaluation could not be completed for timely insertion in the
Board Book. A report will be presented at the Board meeting.

Status Report on the Fuel Additive Test Program.
RECOMMENDATION
Set public hearing for November meeting to adopt formal
regulations.
SUMMARY
The Board adopted test procedures and a test program for gasoline
and diesel vehicle fuel additives at the July 10, 1974 meeting.
A five member Fuel Additive Screening Committee has been
appointed to implement the test program.
The committee members have met with other governmental officials
and representatives of oil refiners and additive manufacturers
for exchange of information. The Committee has prepared a
proposed fee schedule and has received applications from fuel
additive manufacturers requesting evaluation tests. The data
submitted by the applicants are being reviewed.
The necessary equipment and instrumentation for testing fuel
additives have been ordered or refurbished. It is anticipated
that the implementation of the test program will commence on
schedule in November, 1974.

Summary of Assembly-Line Confirmatory Testing (CVS, Title 13) for
the 1974 Model-Year Vehicles.
RECOMMENDATION
None. Informational item.
SUMMARY
Enforcement and surveillance testing in accordance with the
provisions of Title 13, California Administrative Code, and the
official approval test procedure (CVS) was performed on 144
randomly selected 1974 model year vehicles, representing 48
engine families and 16 vehicle manufacturers. The results of
these tests are summarized in Table I. All 48 engine families
passed Title 13 testing. The manufacturers' average quality
audit test emission data are compared with average ARB Title 13
test emission data in Table II with excellent agreement on a
sales-weighted basis.

Surveillance of Emissions from In-use Vehicles in California.
RECOMMENDATION

SUMMARY
This report presents results of exhaust emission tests run on
approximately 21,000, 1966-1974, in-use California vehicles. The
vehicles were solicited from the general public and tested at two
ARB surveillance stations by the hot-start 7-mode cycle test.
The data presented as exhaust emissions versus vehicle mileage
indicate that in-use California vehicles emit less with each
successive model year. Also, tests on retrofitted 1966-1970
vehicles indicate, by comparison, and average reduction in
exhaust emissions of 32% for NOx, 24% for HC and 13% for CO.
The report also presents results of a survey regarding vehicle
parametric settings conducted during the 1973-1974 fiscal year.
This survey shows that approximately 2/3 of the vehicles checked
had engine timing and/or idle rpm and/or distributor dwell
setting adjusted to vehicle manufacturers' specifications.
