Public Hearing - Amendments to the California Air Pollution
Emergency Plan.
RECOMMENDATION
1. That the Board confirm revisions that were adopted, and
adopt proposed changes that were not adopted at a public
hearing conducted by the Executive Officer on August 20,
1975.
2. That the Board adopt a revision to Section V of the Plan
describing actions to be taken for excessive concentrations
of pollutants not specifically identified in the Plan.
3. That the Board adopt revisions to Section VIII of the Plan
clarifying that schools be advised to discontinue strenuous
outdoor activities at Stage 1 and that programs which
involve physical exertions by participants in public
recreational facilities be suspended at Stage 2.
4. That the Board refer a question on oxidant criteria to the
Air Quality Advisory Committee for its recommendation.
SUMMARY
Revisions to the Plan have been made to emphasize emergency
protective measures that can be taken by individuals during
periods of high air pollution and to augment abatement actions
that could be taken during an air pollution disaster, and to
include the suggestions by EPA. These proposed revisions were
considered at a public hearing conducted by the Executive Officer
on August 20, 1975. The actions taken by the Executive Officer
after the hearing and additional staff proposals are discussed in
the staff report.

Public Hearing - Test Procedures for Determining the Efficiency
of Gasoline Vapor Recovery Systems at Service Stations.
RECOMMENDATIONS
Adopt Resolution 75-57.
SUMMARY
The test procedures discussed are proposed for determining the
efficiency of gasoline vapor control systems used during the
fueling of underground storage tanks and vehicle fuel tanks. The
test procedures are contained in two parts. The first part is
for determining the efficiency of vapor recovery systems used
during the fueling of stationary storage tanks. The second part
is for determining the efficiency of vapor recovery systems used
during the fueling of vehicle tanks. These procedures have been
utilized with satisfactory results on a displacement system and a
vacuum-assisted system.

Organic Compound Reactivity System for Assessing Emission Control
Strategies.
RECOMMENDATION
Adopt the III Class Scheme as shown in Table II for classifying
reactive organic compounds.
SUMMARY
This report presents the five class scheme for assessing reactive
organic gas emissions that was presented at the June 30 board
meeting. In addition, the report discusses a recent preliminary
draft document being circulated by EPA; this draft proposes a
three Class scheme which basically is the result of consolidating
some classes of the Air Resources Board staff proposals.

Report on Oil Refinery Emission Inventory Data.
RECOMMENDATION
This is an information report.
SUMMARY
At the July 15, 1975 meeting, the Board directed the staff to
determine how refinery emissions are estimated at present and
what kind of testing could be done to acquire better emissions
data from oil refineries.
In response to the Board's request, the staff reviewed the origin
of the supporting emissions factors and evaluated additional
emissions data reported by the refineries. This report discusses
the staff's opinion concerning the reported data and proposes
ways in which emissions inventories can be updated.
