ITEM NO.: 74-18-2
Consideration of Time Extensions for Open Burning at Waste
Disposal Sites.
RECOMMENDATIONS
1. Adopt Resolution 74-48, thereby granting a conditional time
extension for open burning at six disposal sites in
Calaveras County until January 1, 1975.
2. Adopt Resolution 74-49, thereby granting conditional time
extensions until January 1, 1975 for open burning at the
Bear Valley and Coulterville disposal sites in Mariposa
County and the Garberville disposal site in Humboldt County.
3. Adopt Resolution 74-50, thereby denying the request for
additional time extension for open burning at the Mariposa
sanitary landfill site in Mariposa County.
The time extension granted by the Board to Calaveras County for
open burning at seven dump sites expired on September 1, 1974.
On August 22, 1974, Calaveras County requested on additional time
extension until July 1, 1975 for six of the sites. The staff has
evaluated the request and recommends that an extension be granted
until January 1, 1975. With this extension the county will have
had three years to phase out these opening burning dumps.
In December, 1973, Mariposa County requested additional time
extensions until July 1, 1974 to continue open burning at its
disposal sites. Emergency time extensions were granted until
July 1, 1974, by the Executive Officer, to allow time for
preparation and review of the EIR's. On July 16, 1974 the County
requested additional time extensions for three sites. After
receiving the request the staff of the Solid Waste Management
Board and the staff of the Air Resources Board made a joint
investigation of the progress the County is making. Based on
this investigation, the staff recommends that an extension be
granted until January 1, 1975 for two of the three sites. The
staff also recommends the extension not be granted to the
Mariposa City site because it is already a landfill.
Humboldt County established a sanitary landfill site at Benbow
and discontinued open burning at the Garberville dump site on
July 1, 1972. The access road to the landfill was washed out on
or about January 15, 1974. The County requested permission to
resume open burning at the Barberville site until an alternate
method of disposal could be found. Emergency time extensions
were granted until September 1, 1974, by the Executive Officer to
allow time for preparation and review of an EIR and a plan and
timetable for phasing out burning. The review has been
completed. The staff recommends that the Board grant an
extension to January 1, 1975.
One of the conditions for all these extensions is that the
counties shall not permit the burning of rubber tires and
petroleum products in their dumps.
The requests and staff analyses are presented in the attached
staff report.

Public Hearing Concerning Amendments to Local Districts' Rules
and Regulations to Provide a Rule that Requires Air Quality
Standards be Considered in Review of Applications for Authority
to Construct.
RECOMMENDATION
Adopt Resolutions 74-52, 74-53, 74-54, and 74-55, thereby
amending the Rules and Regulations of Lassen, Shasta, Madera and
Santa Barbara County Air Pollution Control Districts, as shown in
the attachment to each Resolution, and authorizing the Executive
Officer to rescind Board adopted rules if the districts
subsequently adopt similar or more stringent rules. No Board
action is needed on proposed rules for the Kings and San Joaquin
County Air Pollution Control Districts at this time.
SUMMARY
The coordinated basinwide air pollution control plans of the
Northeast Plateau, Sacramento Valley, San Joaquin Valley, and
South Central Coast Air Basins provide that the districts adopt
rules to require that the air pollution control officers consider
ambient air quality standards in the review of applications for
authority to construct.
All districts within these air basins except for the Lassen,
Shasta, Madera, Kings, San Joaquin and Santa Barbara County Air
Pollution Control Districts had adopted the necessary rules at
the time the notices of public hearing were issued. Since then,
the Kings and San Joaquin County Air Pollution Control Districts
have adopted such rules.
Pursuant to Sections 39274 and 39275 of the Health and Safety
Code, if the Board finds that a District is not taking reasonable
action to adopt and implement the provisions of a basin plan,
then the Board may do so for the District.

Report on Methods for Estimating Motor Vehicle Emissions.
RECOMMENDATION
This is an informational report.
SUMMARY
The Board's present method for estimating motor vehicle emissions
is based on fuel consumption. EPA's publication AP-42 describes
a method which is based on vehicle miles traveled and which
considers the make-up of the vehicle population, emissions of
vehicles by class and model year, deterioration of control
systems, and speed adjustments.
EPA has concluded that the Board's present method is not
consistent with its method. The staff has developed a proposed
method that incorporates the main features of the EPA method. A
draft report which discusses this proposed method has been sent
to EPA and local air pollution control districts for review and
comment.

Report on EPA's Proposed Regulations for Preventing Significant
Deterioration of Air Quality.
RECOMMENDATION
This is an informational report.
SUMMARY
A court decision directed that EPA adopt regulations for
preventing significant deterioration of air quality. The intent
of recently proposed EPA regulations is to maintain air quality
(for particulate matter and sulfur dioxide only) at levels better
than the national air quality standards in certain areas
throughout the states.
EPA initially proposed regulations on July 16, 1973. New
proposed regulations, a modification of the initial proposal,
appeared in the Federal Register on August 27, 1974. Public
comments on the new proposed regulations will be accepted through
September 26, 1974. EPA has not set a date for promulgation of
the regulations.

Review of Regulations for Administration of the Subvention
Program.
RECOMMENDATION
Schedule a public hearing for the November meeting to consider
amendments to the Subvention Regulations.
SUMMARY
During the processing of subvention applications for the 1973-74
and 1974-75 fiscal years, numerous problems were encountered.
This report identifies some of these problems and discusses
changes which are needed in the Subvention Regulations.

Report from CALTRANS on short-term transportation control
strategy as a part of State implementation plan.
RECOMMENDATION
Informational Report.
SUMMARY
Since CALTRANS has been delegated, in coordination with ARB, the
responsibility for transportation control plans for the State
implementation plan, it was felt a informational and progress
report to the ARB would be appropriate at this time.
This presentation will be delivered in two parts at the September
and October Board meetings. Attached is an outline of the
September presentation.
