Public Hearing Concerning Changes to the Highway Emission
Standards and Adoption of Emission Standards for Mandatory
Inspection of Motor Vehicles.

RECOMMENDATION

Adopt Resolution 74-51.

SUMMARY

Senate Bill 479 (1973) requires the ARB to set vehicle emission
standards for a prospective mandatory inspection and maintenance
program to be implemented by the Department of Consumer Affairs.
The ARB engaged TRW, Inc., to study available data and approaches
and to recommend such standards. A final report has been
received from TRW and a meeting for technical discussion was held
in El Monte. Revised standards were then developed by ARB staff,
taking into account the TRW report, the original Clayton Key Mode
standards, the prior highway idle standards, and engineering
judgment. The proposed highway standards are identical to the
idle mode standards for mandatory inspection.

Legislation Relating to NOx Retrofit Program.

RECOMMENDATION

To be presented by staff at the meeting.

SUMMARY

The Legislature passed SB 2471 on August 31, 1974. As enrolled,
SB 2471 deletes the mandatory installation schedule by license
plate number except for the six counties located in whole or in
part within the South Coast Air Basin. Installation of NOx
devices remains in effect statewide on initial registration and
change of ownership. Since SB 2471 takes effect on January 1,
1975 (assuming signature by the Governor), the Senate adopted SR
130, which requests the ARB to immediately suspend the "license
plate" program outside the six counties of the South Coast Air
Basin.

Supplemental Report - Lindberg Ecology Corporation's Application
for Accreditation of a NOx Control Device for 1966-70 Vehicles.

SUMMARY

This report to be distributed at the meeting. The Board deferred
action on the Lindberg Application at the August 14, 1974 meeting
pending the completion of additional confirmatory testing at the
ARB laboratory.

Summary of Manufacturers' Assembly-Line Reports for Fourth
Quarter of 1974 Model-Year Production (April 1 - June 30, 1974).

RECOMMENDATION

None. Informational item.

SUMMARY

The staff has reviewed the reports submitted by vehicle
manufacturers concerning their 1974 model-year fourth quarter
production. Steady-state inspection control limits are presented
in Table I for hydrocarbon and carbon monoxide emissions. The
average exhaust emissions for the fourth quarter quality audit
(CVS) tests are shown in Table II by engine family for
hydrocarbons, carbon monoxide, and oxides of nitrogen.

The review of the reports revealed several deficiencies as
discussed in the attached staff report. The Executive Officer
has acted on the deficiencies noted.

Executive Officer Action Concerning Air Quality Products'
Application for Accreditation of its Kar Kit Device for Class "A"
1966-70 Light-Duty Vehicles.

RECOMMENDATION

None. Informational item.

SUMMARY

At its July 10, 1974 meeting, the Board adopted a motion
authorizing the Executive Officer to extend the Kar Kit device
accreditation to class "a" vehicles if he determined that all
applicable requirements were met. Subsequently, AQP submitted
test data and other required information to support its
application, and the Staff conducted confirmatory tests on two
vehicles. Based on these data, the Executive Officer signed
Executive Order G-53 (attached) accrediting the Kar Kit device
for class "a" vehicles. A supplementary staff report detailing
this accreditation is also attached. The device is applicable
only to vehicles having water cooled engines equipped with both
centrifugal and vacuum advance mechanisms and not exempted from
the retrofit program for other reasons.

Enforcement Committee Report - Dealership Surveillance.

SUMMARY

Report to be presented at meeting.

At the August 14 Board meeting, staff report 74-15-4 concerning
new car surveillance testing was referred to the Enforcement
Committee and the staff for recommendations on actions to be
taken concerning violations reported for vehicles tested at
dealerships as a part of the assembly-line test inspection
program. A copy of report 74-15-4 is attached.
