Public Hearing to Consider Proposed Amendment of  1309 of
Regulation 2 of the Bay Area Air Pollution Control District.

                          RECOMMENDATION

Adopt proposed Resolution 76-35.

                             SUMMARY

The staff has determined that Section 1309 of Regulation 2 (New
Source Review) of the BAAPCD contains a number of deficiencies
that should be corrected.  The District will be requested to take
necessary steps to correct these deficiencies.  Of immediate
concern to the staff is the lack of a provision to require the
APCO to consider the impact of a new source or modification of an
existing source on the air quality in another air basin.  The
staff recommends that the Board amend the BAAPCD regulations to
include such a provision.
