Public Hearing to Consider Amendments to California Criteria and
Test Procedure Regulations for Accrediting Auxiliary Gasoline
Fuel Tanks.
RECOMMENDATION
Adopt Resolution 76-31.
SUMMARY
The Auxiliary Gasoline Fuel Tank Procedure adopted by the ARB on
March 17, 1975 has been revised to require fuel filler neck
designs compatible with vapor recovery systems. The requirements
are applicable to auxiliary fuel tanks fitted on 1978 and later
model year motor vehicles and are consistent with the
Specifications for Fill Pipes and Openings of Motor Vehicles Fuel
Tanks, adopted by the ARB on March 19, 1976.

Public Hearing - Amendments to Assembly-Line Test Procedure
Regulations for 1977 Model-Year Gasoline-Powered Passenger Cars
and Light-Duty Trucks.
RECOMMENDATION
Adopt Resolution No. 76-30.
SUMMARY
Recently enacted legislation, AB 2480, amended Section 43200 of
the California Health and Safety Code. The amended section
enables the Board, after making certain findings, to require
display of exhaust emission information on a window decal for
1976 and subsequent model year motor vehicles. It also gave the
Board the option of requiring the posting of either the results
of the factory assembly line test for that motor vehicle or the
results of the assembly line quality audit tests for the
vehicles. In addition, at the beginning of each model year, the
Board may require that the label carry certification fleet test
data.
The staff also believes that the window decal is necessary as an
enforcement tool to show evidence of compliance with assembly
line test procedures. The decal could also provide information
to new car purchasers to compare the emissions of each model so
as to select "cleaner" cars if they desired. The quality audit
tests are more appropriate for this purpose than the assembly
line steady state emissions test results for that particular
motor vehicle.
