Proposed Identification of Ethylene Dibromide as a Toxic Air
Contaminant (Regulatory).

                          RECOMMENDATION

The ARB staff recommends that ethylene dibromide (EDB) be
identified as a toxic air contaminant and further recommends that
EDB be treated as having no threshold exposure level below which
no significant adverse health effects are anticipated.

                            DISCUSSION

In accordance with the provisions of Health & Safety Code Section
39650 et seq, the ARB staff, after consulting the Department of
Health Services (DHS) selected EDB for the Board's consideration
for listing as a TAC.  The staff selected EDB because it is a
known animal carcinogen and potential human carcinogen, it is
ubiquitously emitted from the evaporation and burning of leaded
gasoline, it is persistent in the atmosphere, and its presence in
the atmosphere is documented.

As required by Health & Safety Code Section 39661, a report was
prepared jointly by DHS and ARB staff reviewing the health
effects and anticipated exposure levels of EDB, and was submitted
to the Scientific Review Panel for review.  The Scientific Review
Panel found that the EDB report constitutes a reasonable basis
for regulatory action, and submitted its written findings to the
Board.  The Scientific Review Panel has recommended that the Air
Resources Board list EDB by regulation as a toxic air contaminant
to be treated as having no threshold.

           SUMMARY AND IMPACTS OF PROPOSED BOARD ACTION

The identification of EDB as a toxic air contaminant, per se, is
not expected to result in any adverse environmental or economic
impacts.  However, specific control measures may be developed
subsequent to identification of EDB as a TAC.  Analyses of
potential environmental and economic impacts will be included in
the consideration of such control measures.
