ITEM NO.: 74-14-2
Consideration of Request for the Extension of Open Burning at a
Disposal Site in El Dorado County.
RECOMMENDATION
Adopt Resolution 74-38, which grants an additional time extension
for open burning at the Georgetown dump site in El Dorado County
until January 1, 1975 and requires the County to submit a plan
for phasing out open burning by August 15, 1974. If no plan is
submitted the time extension expires August 15, 1974.
SUMMARY
The time extension granted by the Board to El Dorado County for
open burning at the Georgetown dump site expired on July 1, 1974.
On May 23, 1974 the staff received El Dorado County Resolution
No. 3-74 requesting an additional time extension until December
31, 1974 for the Georgetown site. To allow time for staff
investigation the Executive Officer issued Executive Order H-28
granting an additional time extension until August 1, 1974.
The request and staff analysis are presented in the attached
staff report.

Consideration of Approval of Modifications to the Merced County
Air Pollution Control District Agricultural Burning
Implementation Plan.
RECOMMENDATION
Adopt Resolution 74-40 thereby approving the modified plan.
SUMMARY
Modifications to district agricultural burning implementation
plans must be approved by the Board before they become effective.
The Merced County Air Pollution Control District adopted
modifications to its Agricultural Burning Implementation Plan on
April 23, 1974. The modification adds provisions for regulating
"Range Improvement Burning" and "Forest management Burning." The
modification also allows "Open Burning in Agricultural Operations
in the Growing of Crops or Raising of Fowls or Animals" at
altitudes above 3,000 feet mean sea level (msl) on any day and
all agricultural burning at altitudes above 6,000 feet mean sea
level on any day.
The modified plan is consistent with the Board's Agricultural
Burning Guidelines.

Report on Establishment of a Lake County Air Basin.
RECOMMENDATION
Approve Resolution 73-35-A, thereby creating the Lake County Air
Basin if the Lake County Air Pollution Control Board adopts
changes to its air pollution control plan suggested by the staff.
SUMMARY
At its June 13, 1974 meeting the Board deferred action on the
formation of the Lake County Air Basin because the basinwide air
pollution control plan and the District's Rules and Regulations
were not satisfactory.
It is anticipated that on July 2, 1974 the District will amend
its basin plan in accordance with ARB staff suggestions. If the
District does so, the basin plan, which would require the
District to make needed changes to its Rules and Regulations
prior to August 15, 1974, will be approvable and all conditions
prerequisite to the formation of the Lake County Air Basin will
be met.

Report on Local Permit Systems that Consider Ambient Air Quality.
RECOMMENDATION
Direct the staff to schedule a public hearing for the September
Board meeting to consider adopting permit rules which consider
ambient air quality for those districts which do not have the
necessary rules by that time.
SUMMARY
In every air basin except the North Coast Air Basin, either: (1)
the basinwide air pollution control plan requires that the air
pollution control districts in the basin adopt rules which
provide for consideration of ambient air quality in granting an
authority to construct, or (2) all districts within the basin
have such rules. The need to amend the North Coast Air Basin
plan will be obviated if the Northern Sonoma County APCD adopts
its proposed rule at its July 8, 1974 hearing.
To date 30 of the State's 47 air pollution control districts have
adopted these rules. This staff report discusses the prospects
of the remaining 17 districts' adopting such rules, and the
action the Board may take if they fail to do so.

Summary of federal Energy Supply and Environmental Coordination
Act of 1974.
RECOMMENDATION
None; this is an informational item.
SUMMARY
The staff has reviewed the major elements of this legislation
which affect California's air pollution control program. The
president signed the bill in late June.

Status Report - EPA's No-Significant Deterioration Regulations.
RECOMMENDATION
This is an informational report.
SUMMARY
We understand that EPA plans to publish no-significant
deterioration regulations in the Federal Register during the
month of July. If such a publication occurs prior to the July
11, 1974 Board meeting, the staff will present an oral report on
its contents at the meeting.
