75-13-11 Remarks from Audience.
NOTE: Because the hearings on sulfur and lead (items 2 and 3)
are likely to be lengthy, the Board will continue some
agenda items to July 1st. It is the Board's intention
to continue items 4, 5, 9 and 10. Should the hearings
on sulfur and lead be extraordinarily lengthy, other
items may have to be continued also.
The continued portion of the meeting will be held at
the Los Angeles Convention Center, 1201 South Figueroa
Street, Room 209, Los Angeles on July 1, commencing at
9:00 a.m.
ITEM NO.: 75-13-2
Continuation of Public Hearing - Regulations to Control the
Sulfur Content of Unleaded Gasoline.
RECOMMENDATION
If it is determined that sulfur in unleaded gasoline needs to be
reduced to reduce sulfate emissions and if 100 ppm of sulfur in
gasoline is necessary to achieve an air quality goal for sulfuric
acid near motor vehicle traffic, the staff would recommend that
the Board adopt resolution 75-33.
SUMMARY
At the May 29, 1975 hearing to consider controls to limit the
sulfur content of gasoline, the Board heard conflicting and
divergent reports on the estimated capital costs per gallon of
gasoline of the proposed regulation. The Board continued the
hearing to June 30, 1975 at Los Angeles and instructed the staff
to work with the various oil companies in an effort to explain
the divergent cost estimates and to revise the staff's report to
reflect comments by Arthur D. Little Inc. and the new cost
information from the oil companies.
Because of the time required to obtain, assemble and evaluate the
information from the oil companies, the staff was unable to
revise the report to reflect this input in time to include it in
the Board Book.
Attached is the staff's summary of the comments contained in the
Arthur D. Little, Inc. Report. The May 29, 1975 staff report
will be advised to incorporate the Arthur D. Little, Inc.
comments and a change in cost effectiveness of desulfurizing
gasoline.
The staff's evaluation of cost information received from the oil
companies will be presented at the hearing.
ITEM NO.: 75-13-3
Public Hearing - Regulations to Control the Lead Content of
Gasoline.
RECOMMENDATION
Receive public hearing testimony on proposed regulation. Adopt
Resolution 75-44 adding a new Section 2253 to Title 13 of the
California Administrative Code, specifying a schedule for the
reduction of lead concentration in gasoline.
SUMMARY
In a recent decision, the California Supreme Court ruled that the
Air Resources Board has the authority to regulate the lead
content of gasoline sold in California.
Because the California ambient air quality standard for lead, 1.5
ug/m3 as a 30-day average is exceeded by a wide margin in most
urban areas of the State, and because lead additives to gasoline
are the major source of the lead in the atmosphere, reduction of
the lead content of gasoline is a practical way to achieve the
air quality standard.
ITEM NO.: 75-13-4
Consideration of the Adoption of Oxidant Episode Criteria for
Districts in the South Coast Air Basin.
RECOMMENDATION
The Board adopt the attached Resolutions as may be necessary to
establish consistent oxidant episode criteria effective July 1,
1975.
SUMMARY
The California Air Pollution Emergency Plan was revised on May
15, 1975 to include changes in the oxidant episode criteria
reflecting a change in instrumental calibration methods. The
APCDs specified in the Plan are required to comply with this
revision.
On June 5, 1975 each APCD in the South Coast Air Basin was
notified that the Board would hold a public hearing to consider
amending the APCDs rules and regulations. On June 12, 1975 the
Board adopted revisions to the Los Angeles County APCD Rule 153
and deferred action for the other APCDs. The Riverside County
APCD, on June 17, 1975, and the San Bernardino County APCD, on
June 23, 1975, adopted the new criteria.
Ventura County APCD has scheduled a public hearing to consider
appropriate revisions and anticipates adoption of revised
criteria effective July 1, 1975. Orange County APCDs status is
uncertain at this time. Santa Barbara County APCD has not
scheduled a public hearing but on June 23, 1975 adopted a policy
statement to concur with the revised criteria. The APCD
indicated that if the Board takes formal action to revise the
Santa Barbara Rules the APCD will follow with formal revision.

Report on Gasoline Volatility Regulations.
RECOMMENDATION
Informational Item.
SUMMARY
At the Board's request the staff has explored the feasibility of
reducing organic emissions through further reductions in gasoline
volatility. The staff's review of the available literature on
this subject has shown that such a control measure may be capable
of significant emission reductions and that further study should
be conducted.

Report on the Regulation of Bromine Number of Gasoline in the
South Coast Air Basin.
RECOMMENDATION
This is an informational report.
SUMMARY
At the May 29, 1975 hearing on proposed regulations to control
the sulfur content of gasoline, the Board asked the staff to
report on the desirability of applying the regulation to the
refinery instead of the individual gasolines, or eliminating the
bromine number regulations.
The staff evaluation indicates that:
1. Application of bromine number limits to refinery pool rather
than the individual gasoline would not affect total
evaporative emissions of olefins in the South Coast Air
Basin. It will make enforcement more difficult.
2. At present the bromine number regulation is not the reason
that gasolines in the South Coast Air Basin have bromine
numbers less than half of 30. The rule should, however, be
retained to serve as a safeguard against bromine number
increases to levels beyond 30.

Report on Hydrocarbon Reactivity Study.
RECOMMENDATION
Informational Report.
SUMMARY
At the June 12th meeting the Board considered a report on this
subject and directed the staff to report back on the following:
1. Hydrocarbon reactivity and visibility.
2. Effects of pollutant carryover on oxidant.
3. Rough estimates of emissions of reactive organic gases in
the South Coast Air Basin, based on the "ARB Proposed
Reactivity Classification of Organic Compounds."
The attached report discusses the above items.
