ITEM

Public Hearing to Consider Amendments to the Rules and
Regulations of all of the APCDs in the Sacramento Valley Air
Basin

RECOMMENDATION

Adopt the proposed rules for the districts as shown on page 5 of
the staff report in those instances where the districts have not
adopted rules which are as effective as the model rules.

SUMMARY

The Air Resources Board has revised and approved nonattainment
area plans for the Butte, Placer, Sacramento, Sutter and Yuba
County APCDs and the Yolo-Solano APCD. Also, the Board has
recommended that the Colusa, Glenn, Shasta, and Tehama County
APCDs no longer be nonattainment areas, but that the districts
should adopt effective new source review rules.

The proposed rules are basically the Air Resources Board model
rules. The model rules have been considered extensively at
hearings and workshops, and in most cases they have been
available to the districts for some time.

This hearing is scheduled to provide backup assurances that the
necessary rules will be adopted. If districts present evidence
before or at the hearing that they have adopted rules which are
as effective as the model rules, such districts should be
withdrawn from the hearing agenda.

The attached report discusses the proposed rules and the
district s progress towards the adoption of such rules. Copies
of the proposed rules are attached.
