                        ITEM NO.:  73-14-2

Air Basin Boundary Changes.

                          RECOMMENDATION

Request legislation which will result in the formation of air
pollution control districts which are basinwide instead of the
present county districts (Resolution 73-37).  Form Mountain
Counties Air Basin (Resolution 73-34).  Grant Lake County's
request that the County be designated a separate air basin
(Resolution 73-35).  Deny the request for San Diego County that
the eastern portion of San Diego County be transferred from the
Southeast Desert to the San Diego Air Basin (Resolution 73-36).

                            DISCUSSION
Because of the requests for air basin boundary changes from the
Mountain Counties, Lake County, and San Diego County, the Board,
on February 7, 1973, directed its Emissions and Control Committee
to review each request and to review the overall air basin
concept in California.  Public hearings were held in El Dorado
County, February 9, 1973 on the Mountain Counties' request, in
Lake County May 3, 1973 on Lake County's request, and in San
Diego May 22, 1973 on San Diego County's request.  The Committee
finds that there is a basic conflict between the concept of air
basins and the control of air pollution by county air pollution
control districts.  The Committee, therefore, recommends the
request for legislative action which will result in the formation
of air pollution control districts which are basinwide.  The
Committee finds that the Mountain Counties meet the criteria for
Section 39011 of the Health and Safety Code, therefore, it
recommends the formation of the Mountain Counties Air Basin which
will include Plumas, Placer, Sierra, El Dorado, Nevada,
Calaveras, Amador, Tuolumne and Mariposa Counties.  The Committee
finds that Lake County meets the criteria of Section 39011 of the
Health and Safety Code, therefore, it recommends the formation of
a Lake County air Basin.  The Committee finds that San Diego
County does not meet the criteria of Section 39011 of the Health
and Safety Code, therefore, it recommends the denial of San Diego
County's request that the desert portion of the County be removed
from the Southeast Desert Air Basin and be placed in the San
Diego Air Basin.

Consideration of Revision 3 to the State Implementation Plan.

                          RECOMMENDATION

Approve Revision 3 to the State Implementation Plan as proposed
and amended after public hearings held in May, 1973.  Direct the
staff to forward Revision 3 to EPA through state administrative
channels.

                             SUMMARY

During May, 1973, four public hearings were held to consider the
proposed Revision 3 to the California Implementation Plan for the
Achievement and Maintenance of the National Ambient Air Quality
Standards.  The staff has reviewed the testimony presented at
these hearings, and, based on testimony received, has amended the
proposed Revision.

Attached are:

1.   A summary of the testimony heard at the four hearings, and
     staff responses to this testimony.

2.   A copy of the proposed Revision, including the amendments
     based on the testimony.

EPA's Promulgation of Regulations for Stationary Sources in
California.

                          RECOMMENDATION

None.  This is an information report.

                             SUMMARY

On May 14, 1973, EPA promulgated regulations that pertain to the
control of stationary sources in a number of the State's local
districts.  These regulations, which are summarized and discussed
in this report, concern public availability of emission data and
source record keeping, permit systems that consider ambient air
quality, and compliance schedules.

                               NOTE

In addition to the subject matter of this report, the staff will
present a discussion of other unresolved issues related to EPA
actions and recommend steps that can be taken to resolve them as
per the Board's direction on June 12, 1973.  It is anticipated
that the topics covered will include:  New Source Performance
Standards, Standards for Emissions of Hazardous Pollutants,
Complex Source Requirements, and Non-degradation Requirements. 
Brief reports on each of these issues will be given to the Board
for review on Tuesday, June 20.

Status Report - Air Pollution Emergency Plan.

                          RECOMMENDATION

This is a report for information only.

                            DISCUSSION

At the September 12, 1972 and December 6, 1972 meetings the Board
directed the staff to continue with development of several
aspects of a proposed Air Pollution Emergency Contingency Plan. 
These included the establishment of episode stage criteria, a
traffic abatement plan and the preparation of industrial
curtailment plans by the local air pollution control districts.

Tentative criteria have been established for three pollutants and
a tentative traffic abatement plan has been developed.  The local
districts have reported progress toward the completion of
curtailment plans.  A committee of the office of Emergency
Services has evaluated the legal aspects of the proposed
abatement strategies and has suggested that authority for
carrying out some of the strategies be clarified.

Interim Report on Status of Kaiser Steel's Emission Control
Program.

                          RECOMMENDATION

None.  This is a status report in response to the Board's
instructions given at the Board meeting on April 4, 1973 in
Riverside.

                             SUMMARY

As instructed by the Board, the staff, in cooperation with San
Bernardino County Air Pollution Control District and Kaiser
Steel, developed an interim report on emissions from Kaiser
Steel.  The report also includes a comparison of the Kaiser Steel
emissions with the total emission inventory for San Bernardino
County.  This interim report is attached.

Report on additional regulations for control of NOx emissions in
the South Coast Air Basin.

                            CONCLUSION

This is an information report.

                            DISCUSSION

1.   As instructed by the Board at its meeting on December 6,
     1972, the staff discussed with the South Coast Air Basin
     Coordinating Council (SCABCC), the Council's Technical
     Advisory Committee (SCABCC-TAC), and representatives of
     utilities companies, the possibility of making the "Rule 68"
     limitation on NOx emissions of 125 ppm with gas fuel and 225
     ppm with oil fuel, uniform throughout the Basin and
     applicable to smaller sources.

2.   The SCABCC-TAC on May 25, 1973 decided to recommend to the
     SCABCC at its meeting on June 1, 1973, that the above NOx
     emission limitations be applied to fuel burning equipment
     having heat imputs of 1600 MBTU per hour or greater, with
     the provision that individual districts in the Basin may
     have lower BTU per hour limits.

3.   The SCABCC did not have a quorum present on June 1, 1973,
     therefore, it did not consider the TAC recommendation.
