Public Hearing - Proposed Air Pollution Standards for
Sandblasting Operations.
RECOMMENDATION
Approve Resolution 74-34 which will adopt into title 17 of the
California Administrative Code statewide air pollution standards
for abrasive blasting operations. The standards are attached to
the resolution as Exhibit A or as may be amended.
SUMMARY
Section 39079.6 of the Health and Safety Code directed the
Chairman of the State Air Resources Board to convene a committee
of 11 members to recommend to the Board for adoption no later
than January 1, 1975, air pollution standards for sandblasting
operations. The committee met and recommended air pollution
standards for sandblasting operations to the Board for adoption.
A notice for this public hearing was published on May 14, 1974.
Subsequent to the issuance of the notice the staff reworded the
Committee's recommendations as shown in Exhibit A, Resolution
74-34. Section 39079.6 of the Health and Safety Code requires
the Board to adopt standards based upon the recommendation of the
committee.

Public Hearing - Proposed Amendment to the North Coast Air Basin
Coordinated Air Pollution Control Plan.
RECOMMENDATION
Adopt Resolution 74-35 thereby amending the North Coast Air Basin
Coordinated Basinwide Air Pollution Control Plan, unless the
Board receives from Northern Sonoma County Air Pollution Control
District before June 13, 1974, a notice of public hearing on its
own proposal.
SUMMARY
This is a public hearing to consider the adoption of a proposed
amendment to North Coast Air Basin Implementation Plan to add a
provision which requires that districts in the Air Basin adopt
regulations that consider ambient air quality standards in the
review of applications for authority to construct. The Board is
proposing this action because the North Coast Air Basin
Coordinating Council did not amend its plan as requested by the
Board pursuant to Health and Safety Code Section 39276.

Public Hearing - Proposed Amendment to the State Implementation
Plan - Identification of Air Quality Maintenance Areas.
RECOMMENDATION
Adopt Resolution 74-36 thereby adopting the proposed State
Implementation Plan revision which identifies air quality
maintenance areas.
SUMMARY
The Board considered the identification of air quality
maintenance areas (AQMAs) at the workshop on February 14, 1974
and at the May 9, 1974 meeting. At the May meeting the Board
directed the staff to; (1) prepare, based on the staff's
projections of future air quality, a proposed state
implementation plan revision identifying AQMAs, and (2) schedule
a public hearing for the June 13, 1974 meeting for the
consideration of this proposed revision. This staff report
presents the proposed State Implementation Plan revision, a
summary of written comments received on the proposal, and several
staff suggestions for modification of the proposed revision.

Continuation of Public Hearing on Actions with Respect to
Variances for Stationary Sources.
RECOMMENDATION
Informational Report.
SUMMARY
On January 10, 1974 the Board began a series of public hearings
on proposed Enforcement Action with respect to variances for
stationary sources. On March 12, 1974 the board assumed the
power of the Kings, Los Angeles and Merced County air Pollution
Control Districts with respect to six federal facilities. At the
April 11, 1974 hearing the Board delegated authority to the
Executive Officer to make future amendments to Exhibits II and
III.
The Board also questioned the status of variances issued to
Kaiser Steel in San Bernardino County. The Board requested a
status report in two months.
On April 17, 1974 AB 2670 was signed into law by the Governor
providing the ARB with the authority to determine the
approvability of compliance schedules. Variance/ compliance
order hearings held after April 17, 1974, including those
required to amend orders for sources in Exhibits II and III, will
be subject to AB 2670 procedures.
The status of the sources in Exhibits I, II and III and the
staffs analysis of the Kaiser Steel compliance schedules are
presented in the attached staff report.
ITEM NO.: 74-12-6
Consideration of Request for the Extension of Open Burning at
Disposal sites.
RECOMMENDATION
Adopt Resolution 74-33, which grants additional time extension
for open burning at the Portola and Quincy dump sites in Plumas
County until January 1, 1975.
SUMMARY
Time extensions granted by the Board to Plumas County for open
burning at dump sites terminated on January 1, 1974. Plumas
County anticipated that its solid waste disposal system would be
operational by then. However, because of unforeseen delays,
Plumas County was unable to meet this date. Plumas County has
requested, by County Resolution No. 74-2538, an additional time
extension for open burning at the Portola and Quincy dump sites.
The request and staff analyses are presented in the attached
staff report.

Report on Establishment of Lake County Air Basin.
RECOMMENDATION
Defer action until an approvable Lake County Implementation Plan
is received from the Lake County Air Pollution Control District.
Direct the staff to work with the District to resolve problems
with the Implementation Plan, rules and regulations, and budget.
SUMMARY
Pursuant to a request from Lake County to create a Lake County
Air Basin, on June 21, 1973 the Board adopted Resolution 73-35
establishing such an air basin subject to the condition that lake
county submit an implementation pan and rules and regulations
which are satisfactory to the Air Resources Board. The Board
further directed: that a review be made of the basin formation
decision if the quantities and kinds of air pollutants emitted in
Lake County are changed, and that lake county APCD would not be
given subvention funds in excess of those necessary to carry out
an active and effective program. On March 29, 1974, the Lake
County APCD submitted to the staff, as a part of its subvention
application, the Lake County air Basin Implementation Plan and
amendments to the District's Rules and Regulations. The staff
feels that the Rules and Regulations are not approvable as
submitted.

Report on Establishment of Mountain Counties Air Basin.
RECOMMENDATION
Defer action on this matter unless the remaining five APCDs in
the Basin communicate to the Board their support of the basin
plan, and until the plan is approvable. Direct the staff to
advise the districts in the air basin of the subvention
implications.
SUMMARY
At its June 21, 1973 meeting the Board adopted Resolution No. 73-34
which created the Mountain Counties Air Basin, subject to the
condition that all districts to be included in the air basin
submit to the Board, an approvable basin implementation plan. On
May 9, 1974 the Chairman of the Mountain Counties Air Basin's
prospective Coordinating Council presented to the Air Resources
Board an Implementation Plan for Achieving and Maintaining
Ambient Air Quality Standards in the Mountain Counties Air Basin.
Except for some technical errors and justifications for certain
rules, the plan appears approvable. As of June 3, 1974,
resolutions approving the Plan have been received from four of
the nine districts. The nine districts in this Air Basin have
submitted applications for coordinated subventions; the staff's
action on these applications will be dependent upon whether or
not the Mountain Counties Air Basin is formed.

Report on Rules for Vapor Recovery at Service Stations.
RECOMMENDATION
Approve the revised vapor recovery rules proposed by the staff as
guides to those APCD's for which such rules are required.
SUMMARY
As directed by the Board at the last Board meeting, the staff
sent the proposed vapor recovery rules to the affected APCD's for
review and comment. Based on the comments received and further
staff study, the proposed vapor recovery rules have been revised.

Consideration of San Diego County Regulations for Implementation
of the State Air Pollution Emergency Contingency Plan.
RECOMMENDATION
Approve the San Diego Air Pollution Control District's
regulations in principle. Authorize the staff to review the
administrative procedures being established by the District, and
if satisfactory to submit the regulations and administrative
procedures to EPA.
SUMMARY
At it May 9, 1974 meeting, the Board approved the regulations
adopted by five districts and conditionally approved the
regulations of five South Coast Air Basin Districts subject to
minor modifications. The Board also directed the staff to review
the regulations adopted by San Diego, and present the regulations
to the Board for approval for submittal to EPA.

Bay Area Pollution Control District's Modification to Its
Regulation 3 (Organic Solvents).
RECOMMENDATION
Informational Report.
SUMMARY
Revision 3 to the State Plan requires that the Bay Area Air
Pollution Control District consider modifying its Regulation 3
(Organic Solvents) by July 1, 1974. The District is working to
comply with this requirement, but may not be able to consider the
matter at a public hearing by July 1, 1974.
