Public Hearing to Consider Adoption of the Santa Barbara Air
Quality Attainment Plan (AQAP) as a Revision to the State of
California Implementation Plan (SIP) for the Attainment and
Maintenance of National Ambient Air Quality Standards (NAAQS).

RECOMMENDATIONS

That the Air Resources Board (ARB) find the ozone, carbon
monoxide, and particulate matter control plans for the Santa
Barbara County nonattainment areas generally acceptable for
submission as a 1979 Nonattainment Plan (NAP). ARB staff has
defined additional actions which should be taken by the Board and
by Santa Barbara area government agencies to satisfy the full
requirements for a 1979 NAP.
[NOTE: The Santa Barbara Plan was transmitted to the ARB in draft
form, and staff recommendations are predicted on final local
adoption (presently scheduled for May 14) occurring by the May 24
hearing. At the May 24 hearing, ARB staff will be prepared to
supplement its analysis of the Santa Barbara Plan should
modifications be made to the draft during adoption at the local
level.]

SUMMARY

The ARB is the state agency responsible for preparing and
adopting the SIP for submission to the U.S. Environmental
Protection Agency (EPA). The nonattainment plan under
consideration was prepared by local agencies in response to
Sections 171 through 176 of the Clean air Act. An approvable
1979 SIP revision for a designated nonattainment area must
demonstrate the attainment of NAAQS for criteria pollutants no
later than December 31, 1982, except that extension may, under
specified conditions, be requested to December 31, 1987 for ozone
and carbon monoxide. Santa Barbara County has been designated
nonattainment for three of the five "criteria" pollutants
including ozone, carbon monoxide, and particulate matter.

The Santa Barbara County AQAP was prepared by the County Office
of air Quality Planning with the support and cooperation of the
Santa Barbara air Pollution Control District (APCD) and Santa
Barbara County Transportation Study (SCOTS) staff. The plan
consists of rules and regulations of the Santa Barbara County
APCD (adopted or proposed for adoption) and other air pollution
control measures to be implemented by different governmental
agencies at the local, regional, state, and federal levels. The
plan is designed to compensate for increases in emissions
associated with a regional growth projection. However, the
ability of the plan to attain the NAAQS for ozone may depend upon
development and implementation of controls on emissions from
anticipated growth in Outer Continental Shelf (OCS) and related
activities.

ARB staff finds that Santa Barbara County has prepared a plan
which, if sufficient commitments are made by the local
implementing agencies, substantially complies with Clean Air Act
requirements for a 1979 nonattainment plan submission and concurs
with the adoption of most control measures. Staff does recommend
the addition or modification of certain specified tactics. Santa
Barbara County has requested an extension until 1987 for
achievement of the ozone standard. Staff identifies additional
actions needed to assure continued compliance with the NAP
requirements of the Clean Air Act.
