Public Hearing to Consider Adoption of the Ventura County Air
Quality Management Plan (AQMP) as a Revision to the State of
California Implementation Plan (SIP) for the Attainment and
Maintenance of National Ambient Air Quality Standards (NAAQS).

RECOMMENDATIONS

That the Air Resources Board (ARB) find the ozone and particulate
matter control plans for the Ventura County nonattainment area
generally acceptable for submission as a 1979 Nonattainment Plan
(NAP). ARB staff has defined additional actions which should be
taken by the Board and by the Ventura area governmental agencies
to satisfy the requirements for a 1979 NAP.

SUMMARY

The ARB is the state agency responsible for preparing and
adopting the SIP for submission to the U.S. Environmental
Protection Agency (EPA). The nonattainment plan under
consideration was prepared by Ventura County in response to
Sections 171 through 176 of the Clean Air Act. An approvable
1979 SIP revision for a designated nonattainment area must
demonstrate the attainment of NAAQS for criteria pollutants no
later than December 31, 1982, except that extension may, under
specified conditions, be requested to December 31, 1987 for ozone
and carbon monoxide. Ventura County has been designated
nonattainment for two of the five criteria pollutants: ozone
and particulate matter.

The Ventura County AQMP was prepared by the Ventura County Air
Pollution Control District (APCD) within the framework of the
Ventura County Regional Land Use Program (RLUP). The plan
consists of rules and regulations of the Ventura County APCD
(adopted or proposed for adoption) and other air pollution
control measures to be studied and implemented by different
governmental agencies at the local, regional, state, and federal
levels. Overall, the ability of the plan to attain the NAAQS for
ozone centers on the implementation and compliance with an
emission allocation system designed to compensate for increases
in emissions associated with a regional growth projection. The
AQMP emission allocation system, which is closely tied to the
Ventura County New Source Review (NSR) rule, identifies the total
emissions each subcounty area can contribute to countywide
emissions while still remaining within the Reasonable Further
Progress (RFP) requirements of the Clean Air Act.

ARB staff finds that Ventura County has made commitments which
substantially comply with Clean Air Act requirements for a 1979
Nonattainment Plan submission and concurs with the adoption of
most control measures. Staff does recommend the addition or
modification of certain specified tactics. Ventura County has
requested an extension until 1987 for achievement of the ozone
standard. Staff identifies additional actions needed to assure
continued compliance with the NAP requirements of the Clean Air
Act.
