Staff Discussion of Resolution 70-12 (Proposed Labeling
Regulation).

The Board considered this proposal at its March meeting.  At that
time industrial representatives questioned the need for parts
numbers and said that the proposed requirements would present
problems to the industry.  The Board asked the staff to further
discuss the item with industry representatives and to consult
with the Technical Advisory Committee.

The Technical Advisory Committee considered the proposal on April
16 and recommended the adoption of the regulation as proposed. 
Commissioner Sullivan has submitted the accompanying letter
urging the adoption of Resolution 70-12.

The staff has received a number of written comments on the
proposal, and discussed the matter with industry representatives
on May 6.  the oral and written comments are summarized below.

Staff Discussion of Resolution 70-28.

At its March 18, 1970 meeting the Board requested to modify the
25,000 mile durability and 4,000 mile emission requirements for
used cards.  A copy of a letter from ford Motor Company in which
this request was made is included in this agenda item.

In a letter ballot following the March 18 meeting, the Board
directed the Executive Officer to publish a notice of proposed
changes in test procedures so that a hearing could be held at the
May 20, 1970 meeting of the Board.

Eliminating the requirement of testing for 25,000 miles and 4,000
miles would shorten the time to acquire emission data needed to
obtain accreditation of used car control systems.

The Technical Advisory Committee considered the proposal on April
16.  It recognized that control system components similar to
those now in use may not require extensive durability testing. 
However, it felt that the 4,000 mile requirement should not be
eliminated.  The Committee recommended:

     a)   The Executive Officer be given authority to accept
          substitute data in lieu of the 25,000 mile durability
          test data.
     b)   The 4,000 mile emission data vehicle test requirements
          be retained.
