Public Hearing to Consider Adoption of the Lake Tahoe Basin NAP
as a Revision to the State of California Implementation Plan
(SIP) for the Attainment and Maintenance of National Ambient Air
Quality Standards (NAAQS).

RECOMMENDATIONS

Adopt Resolution 79-37 thereby adopting the Lake Tahoe
Nonattainment Plan as a State Implementation Plan Revision.

SUMMARY

This is a public hearing for the Board to consider the adoption
of an SIP revision for the Lake Tahoe Basin. The basin was
designated nonattainment for carbon monoxide and the old oxidant
standard of 0.08 ppm. Violations of the new 0.12 ppm national
ozone standard have not been recorded.

The ARB designated itself as lead agency for nonattainment plan
development for the California portion of the Lake Tahoe Basin.
Nevada designated the Tahoe Regional Planning Agency (TRPA) as
the lead agency for the Nevada portion of the basin. A
commitment was made by the ARB to work cooperatively with local
and regional agencies in the basin and with TRPA and Nevada in
the development of a bi-state plan.

The plan for Tahoe was prepared by a bi-state ad hoc committee
composed of technical staffs of various agencies. Each control
measure recommendation in the plan has the support of at least a
majority of members of the ad hoc committee. Local and regional
agencies in the basin have adopted the plan with deviations from
the ad hoc committee s recommendations. ARB staff also does not
agree with all ad hoc committee recommendations and will propose
modification to these recommendations in a supplemental report to
be presented at the hearing.

The nonattainment plan for Tahoe is unique in comparison to other
area plans considered by the Board because (1) Microscale
modeling was utilized to determine present and future
concentrations of carbon monoxide at various locations and to
project the effect of proposed control measures of ambient
concentrations, and (2) Tahoe's problem is primarily motor
vehicle emission related, thus the strategy in this plan consists
primarily of transportation and land use control measures.
